KEY ACCOUNTABILITIES (not all-inclusive)
Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers, create purchase orders and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services. Coordinate the establishment and review of Country Office procurement plans. Liaise with internal counterparts to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance, capacity strengthening and related needs. Support market research exercises and present information in standard formats, to enable informed decision making and consistency of information presented to the stakeholders. Lead the drafting of relevant Long-Term Agreements or contracts. Make recommendations to Management on for process improve and procurement compliance. Coordinate and monitor the delivery of procurement requisitions, verifying receipt and inspection of deliverables, and performing follow up actions to ensure goods and services are delivered on time. Update, manage and maintain relevant databases and records, to ensure the information is accurate, organised, and available for others to access, and supports reporting requirements. Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.KEY ACCOUTABILITIES - CONTINUE
10. Coordinate effective relationships with WFP suppliers and service providers to ensure compliance with contract obligations and WFPās needs.
11. As applicable, in compliance with WFPās procurement rules, contribute to negotiations with suppliers on terms and conditions of orders, in order to obtain the best terms for WFP.
12. In consultation with Management, resolve issues related food or goods and services delivery, using initiative, liaising with all parties, and following standard processes, to ensure timely and accurate resolution of problems.
13. Supervise the work of the relevant junior procurement staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
14. Follow standard emergency preparedness and response practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
15. Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in English language.
Experiences:
Minimum 6 years relevant work experiences Demonstrable knowledge of public procurement principles and vendor analysis Demonstrable familiarity with purchase of food commodities/goods/services Experience conducting supplier research and coordinating with retailers, wholesalers, and traders.
