KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Collaborate with Heads of Programme (AOs) to support the planning and management of transfers, ensuring high-quality beneficiary registrations in SCOPE, and timely distribution and reporting of assistance.
Provide technical support to AO CBT/IDM Assistants to strengthen operational controls in line with the Corporate Assurance Framework, ensuring that the right beneficiaries receive the correct entitlements and that fiduciary risks are effectively mitigated.
Support Area Offices and Activity Managers in creating Interventions and Cycles in SCOPE and collaborate with Country Office Activity Managers to ensure timely allocation of funds.
Monitor all active intervention enrolments in SCOPE across Area Offices and flag potential duplicate records or anomalies to support de-duplication efforts.
Provide technical and coordination support to the PPO (Head of Delivery) to ensure Area Offices and Cooperating Partners clearly understand and execute their roles in the Somalia CBT business process model.
Collaborate with relevant Country Office stakeholders to identify and implement process improvements that reduce delays and enhance efficiency in registration, enrolment, and distribution of assistance through SCOPE, PIT, and RTBI.
Ensure accurate recording and validation of distribution data from SCOPE and COMET and prepare comprehensive reports to support information accuracy and effectiveness in stakeholder communication.
In collaboration with the PPO (Delivery), review the use of POCBs and FRNs, coordinate the reconciliation of transfers at the end of each distribution cycle, and submit reconciliation reports to the Head of CBT & IDM for review.
Identify and recommend opportunities to streamline registration, beneficiary enrolment, and assistance distribution processes through SCOPE to reduce delays and improve operational efficiency.
Prepare and submit Payment Advice Files (PAFs) for processing, follow up on the generation of transfer reports, and share these with Area Offices to facilitate tracking and resolution of failed transfers.
Contribute to the generation of accurate transfer reports through SCOPE, ensuring consistency of data and supporting evidence-based decision-making; assist in compiling monthly statistics, figures, and datasets extracted from SCOPE.
DELIVERABLES AT THE END OF THE CONTRACT:
Provide consistent and timely technical support to Area Offices for the planning and delivery of both in-kind and cash-based transfers.
Ensure that all CBT interventions implemented at the Country Office adhere to the corporate CBT Assurance Framework and related compliance standards.
Identify operational and system-level challenges affecting the delivery of transfers (CBT & IK) to beneficiaries, and propose practical, time-bound mitigation measures to address them.
Promote consistent use of RTBI and support efforts to reduce duplicate records in SCOPE across all active interventions.
Monitor the use of donor funds Programmed for CBT to ensure compliance with grant conditions and follow up to guarantee that funds are fully and properly expended prior to grant expiry dates.
QUALIFICATIONS AND EXPERIENCE:
Education: Advanced University Degree in economics, agriculture, statistics, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance OR first University Degree with additional years of relevant work experience and/or training/courses.
Experience: At least one (1) year of relevant experience with Advanced University Degree OR first University Degree with a minimum of three (3) or more years of experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions.
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Other Knowledge and Skills Required:
Knowledge and experience in cash-based interventions is required, experience in Somalia is highly desirable.
Proven professional experience in related fields with the ability to work independently on technical matters with minimum supervision.
Exceptional Excel, tableau and data analytics skills is desirable
Training and/or experience utilizing computers, including word processing, spreadsheets and other standard WFP software packages and systems.
General knowledge of UN system policies, rules, regulations and procedures governing administration:
Excellent writing and communication skills in English: ability to produce excellent quality documents and reports and policy documents.
Ability to work under stress and achieve results under very tight deadlines.
Experience in working with other UN agencies and partners in issues of hunger, malnutrition and food-based programs and capacity development.
