    The Programme Policy Officer (Cash Based Transfer) ensures the integrity, quality, and continuity of WFP's cash-based interventions by implementing comprehensive internal controls, capacity-building measures, and operational support across the programme cycle. This role is pivotal in translating global assurance policies (e.g., Global Assurance Plan, Cash Assurance Framework) into country-level actionsโ€”including SOPs (Standard Operating Procedures), training, FSP (Financial Service Providers) coordination, system integration, and cross-functional collaborationโ€”thereby enabling timely, accurate, and riskโ€‘aware delivery of cash assistance.

    KEY ACCOUNTABILITIES:


    1. Measures are put in place for internal quality control of programmatic activities, such as standard operating procedures (SOPs), Annual Performance Plan, emergency preparedness and response package, internal control self-assessment.
    2. Following the Global Assurance Plan, the Cash Assurance Framework and the Cashbook, the valid SOPs and the areas identified for strengthening, provide training sessions to Cooperating Partners (CPs) and Standby Partners, refresher sessions to colleagues from all relevant cross functional units and coordinate with Financial Service Providers (FSPs) for implementation alignment. This includes guidance and clarification during the day-to-day CBT Operations.
    3. Periodic review of operational challenges and provide feedback for improvement of cash-based interventions to the program and other units throughout different phases of the program cycle. This includes the cross functional meetings after the completion of each distribution plan with CPs and FSPs.
    4. Work on all the actions required (discussions, SOPs, Cash Working Group -CWG- meetings, simulations, coordination, etc.) to enable business continuity for cash in-hand interventions during holidays and for mobile transfers during internet outrage.
    5. Coordinate with Programme to prepare the annual operational plan and ensure is kept up to date.
    6. Whenever required, coordinate in cross-functional assessments to obtain cash feasibility analysis.
    7. Coordinate on an annual basis, the FSPs performance evaluation and any action required for an FSP selecting and contracting process.
    8. Work jointly with TEC and Programme towards improving the data quality collected to strengthen assurance.
    9. Jointly with the Head of Unit (HoU), work on all actions in the Memorandum of Understanding (MoU) with Finance Division to enable WFP using the Government to People (G2P) and single registry.
    10. Whenever required, contribute to the preparation of accurate and timely CBT reporting that enable informed decision-making.

    11. Perform any other tasks as assigned

    QUALIFICATIONS AND EXPERIENCE:

    Education: Completion of Advanced University Degree (Masterโ€™s or equivalent) is required in any field.
    Experience: At least 5 years of experience including 3 years of mandatory professional (Managerial/Supervisory) experience in Cash Based Transfer Programmes or any relevant field.
    Language: Fluency in spoken and written both in English and Bangla language.
