KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Contribute to the formulation and implementation of WFP-wide CBT programme design in line with both organizational strategy and the practical realities of operating in the field.
Translate the relevant CBT strategies into local CBT strategies through programme design ensuring compliance with WFP policies, EB decisions, and audit recommendations.
Provide technical advice on the design of innovative CBT programmes that are people-centred, prioritise women and are responsive to peopleโs changing needs and preferences.
Develop and maintain partnerships with counterparts from governments and partners to enhance understanding of markets and the local financial context and strengthen government community ownership.
Implement and uphold IDM standards with regard to collecting, storing, and managing peopleโs personal data
Implement the Cash Assurance Framework; strengthen controls, and monitoring systems, and ensure that risk mitigation measures are in place; implement cost assurance action plan covering CBT activities to design and deliver cash programmes.
Contribute to cash-related thought leadership in fora on topics including taking a people-centred approach, Identity Management, digital financial inclusion, womenโs economic empowerment.
Contribute to the Country Strategic Plan formulation to support inclusion of the power of cash and a people-centered approach in the design of the strategy
Design and set-up data management systems and processes (analysis, data cleaning, data verification and reconciliation).
Manage and track payment instruments and confirmation of transfer value to ensure accountability.
Provide technical advice and contribute to development of functional trainings in collaboration with HQ stakeholders to enhance the capacity of WFP staff, Field resources, government and partners to design cash programmes
Contribute to an equitable and inclusive workplace which incorporates all dimensions of WFP diversity
Coordinate, coach and motivate a team of staff to enable high performance, ensure knowledge transfer and contribute to building talents
Ensure the best use of assigned financial resources within a moderate budget
Support the inclusion of CBT contingency plans into CO emergency preparedness and emergency response plans to deliver cash rapidly and effectively
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in International Affairs, Economics, Agriculture, Environmental Science, Social Sciences, Business Administration, Finance, Development Studies or other field relevant to international development assistance OR First University degree with additional years of related work experience and/or training/courses.
Experience: At least Three (3) years of relevant experience with Advanced University Degree OR First University degree with a minimum of five (5) or more years of experience in development work, Programme management with managerial experience. previous work experience in resource management with WFP is an added advantage.
Languages: Fluency (level C) in English language and Somali Language.
Knowledge & Skills:
Strong analytical skills, ability to assess and take initiative; maturity of judgment, negotiation skills, oral and written communication skills, ability to manage personnel and work in a team.
Proficient with Microsoft Word, Excel, knowledge of standard WFP systems is an added advantage.
