KEY ACCOUNTABILITIES: (not all-inclusive, within delegated authority):
Support the implementation of WFPโs social protection and shock-responsive programmes by providing day-to-day operational assistance to ensure activities are delivered in accordance with agreed plans and timelines.
Support the alignment of WFPโs Shock Responsive Social Protection (SRSP) activities with national contingency plans and early warning systems to enable timely and predictable assistance during crises.
Liaise regularly with government institutions and implementing partners on planning, implementation, and follow-up of joint social protection activities.
Participate in needs assessments, situation analyses, and beneficiary targeting processes to support the design of context-appropriate interventions.
Provide operational support in the rollout of delivery mechanisms, including registration, cash-based transfers and digital solutions for social protection programming.
Assist in the implementation of vertical or horizontal expansion of social protection programmes in response to shocks (e.g. adding new beneficiaries or increasing transfer values).
Contribute to testing and refining standard operating procedures (SOPs) for delivering assistance through national systems during different types of shocks.
Support the field testing and rollout of SRSP tools such as trigger mechanisms, registries, or risk-informed targeting protocols
Conduct regular field visits to monitor programme quality, gather feedback, and identify operational bottlenecks.
Flag issues to relevant technical units at CO and collaborate with PMLE and other units to address identified gaps.
Contribute to contextualizing tools and guidance for field use based on lessons learned and operational realities.
Support the integration of social protection activities with other programme streams such as crisis response, nutrition, school feeding, resilience, and livelihoods, where relevant.
Promote joint programming approaches within WFP and with other UN agencies to enhance efficiency, complementarity, and impact.
Facilitate coordination with other units such as VAM, CBT, Emergency, and Food Systems to ensure coherence and mutual reinforcement.
Identify opportunities to contribute to adaptive programming based on assessments, needs and government priorities.
Maintain close working relationships with relevant ministries, and development partners involved in social protection.
Participate in national and sub-national coordination platforms, technical working groups, and joint planning meetings related to social protection and humanitarian assistance.
Represent WFP in meetings with stakeholders, ensuring consistent messaging and programmatic updates.
Promote information sharing and collaborative planning between WFP, cooperating partners, and government stakeholders.
Support government partners in understanding and applying SRSP principles, such as scalability, contingency planning, and adaptive programme design.
Facilitate coordination with government counterparts and other partners at national and sub-national levels to strengthen the implementation of social protection activities, including regular dialogue, joint planning, and follow-up actions
Assist in developing capacity development plans aligned with government priorities and WFP objectives.
Support the organization of workshops, learning events, and joint missions to foster cross-learning and improve programme delivery.
Collaborate with the Planning, Monitoring, Learning and Evaluation (PMLE) team to conduct process monitoring, post-distribution monitoring, and outcome assessments for social protection activities.
Ensure timely and accurate collection, entry, and validation of programme data using corporate tools and systems.
Track and analyze key programme indicators, disaggregated by gender and other relevant criteria, to inform programme adjustments.
Contribute to after-action reviews and evaluations of Social Protection programmes and SRSP responses to inform system improvements.
Support the documentation of lessons learned, good practices, and innovations.
Contribute to the drafting of monthly and quarterly reports, updates, and donor reports by providing accurate data, implementation status, and insights.
Maintain up-to-date records of programme activities, beneficiaries, and partner performance.
Participate in the preparation of annual work plans, budgets, and resource requirements for quality delivery and implementation.
Ensure that reporting is aligned with donor and WFP requirements and supports programme visibility and accountability.
Perform any other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in International Affairs, Economics, Social Sciences, Disaster Risk Management or other relevant fields OR First University degree with additional years of relevant experience.
Experience: At least one (1) year of relevant experience with advanced University Degree OR First University Degree with a minimum of three (3) or more years of relevant in humanitarian or development programming
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Knowledge & skills
Demonstrated experience working in close partnership with Government stakeholders in the relevant technical fields.
Excellent understanding of shock-responsive social protection disaster risk management and/or anticipatory action
Demonstrated knowledge on capacity strengthening to government, formulation and implementation of strategies.
Ability to develop and maintain relationships with a variety of stakeholders, conveying an informed and professional demeanor toward internal and external partners and stakeholders.
Strong interpersonal skills and ability to build strong partnerships.
Proven ability to work under pressure and independently on technical matters with minimum supervision.
Excellent writing and communications skills in English, and ability to produce quality documents and written output.
Knowledge and experience in WFP interventions in Somalia is a plus.
