USAID Support to End Tuberculosis (TB) Project in Vietnam is a five-year project funded by the United States Agency for International Development (USAID). The projectโs goal is to support the Government of Vietnam to successfully detect, treat and prevent TB at all levels of the health system to ensure patients receive high quality, decentralized care without suffering catastrophic costs. We are currently seeking qualified and highly motivated Vietnamese candidate to fill in the position of (Senior) Technical Officer, Tuberculosis Diagnosis for the USAID Support to End TB project, based in Hanoi.
Position description:
The (Senior) Technical Officer, TB Diagnosis (S/TO) will serve as the technical staff supporting the TB diagnosis activities of the USAID Support to End TB project. S/he will provide technical assistance to the National Tuberculosis Program (NTP) in strengthening the TB Diagnostics Network in line with the Government of Vietnamโs national strategic plan to end TB.
Main responsibilities:
Works with the National TB program and other stakeholders to develop and update the National TB diagnosis plan, guidelines, training materials, SOPs, job aids, monitoring tools for implementation at national level
Represents the project team at TB diagnosis technical meetings with NTP and other implementing partners. Participate in and coordinate the meetings of Laboratory Technical Working Group (TWG)
Provides technical assistance to ensure the quality of TB diagnosis in provincial and district laboratories supported by USAID SET, including assistance to implement guidelines, new algorithms, standard operating procedures and apply quality improvement to continuously improve performance
Works with the Project leader and other relevant staff in developing TB diagnosis strategies for the project. Keeps abreast with state-of-the-art TB diagnosis guidelines, and updates to ensure high quality programming. Provide technical inputs to the programmatic workplan related to TB diagnosis with the evidence base and technical/quality standards
Coordinates with the NTP in introducing new technologies and innovation for TB diagnosis to provinces to ensure the high quality of the program. Monitor implementation of the projectโs supported activities related to TB diagnosis at provinces.
In coordination with NTP, provide training and support to build technical lab capacity for provincial and district facilities
Performs other relevant duties as requested.
Experience and abilities for the position:
University degrees in medicine, public health, biology, biotechnology, or related fields. Advanced degree in laboratory major preferred
Experience in providing technical assistance in TB or infectious diseases in Vietnam.
Familiarity with international best practices, Vietnamโs MOH guidelines and regulations on laboratory-related issues
Experience with U.S. government contractual requirements and experience in an international NGO working environment desirable
Ability to communicate and coordinate effectively with a variety of stakeholders including government, international and social entities
Self-motivation and high sense of team spirit
Well-developed written and oral communication skills in both Vietnamese and English
Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPointโฆ)
Ability to travel as necessary
