Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
** The position will be based in FHI 360โs office in Les Cayes. Preference is for Haitian national candidates.
Job Description
The EpiC Haiti MEL Officer will support the Strategic Information (SI) Advisor in the implementation of monitoring and evaluation activities within the targeted regions for the EpiC Haiti project. S/he will work with EpiC project staff, implementing partners, and the Haitian Ministry of Health and Population (MSPP) through the South Health Directorate to ensure that M&E activities are appropriate and meet USAID and EpiC requirements. S/he will support efforts to strengthen partner M&E activities, and performance reporting across the country, which may include working with program sub-partners and key stakeholders to monitor, document and analyze the performance of their HIV services and activities, ensure data quality and support continuous quality improvement (CQI).
Job Responsibilities:
Support the SI Advisor in the design and implementation of M&E systems and tools for the project;
Synthesize reports, analyze data and develop or adapt M&E tools;
Work with the partners regional teams health service providers, local stakeholders and the South Health Directorate to provide support and guidance on project M&E activities, ensuring alignment with USAID and PNLS reporting requirements;
Work with partners regional M&E teams to support the correct implementation and use of M&E tools and platforms (MESI, PLR, RADAR...), and adherence to complete, correct and timely reporting;
Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools, assist in the preparation of weekly and monthly reports, and carry out joint supportive supervision at sites with the partners regional teams and the South Health Directorate;
Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality;
Provide direct technical assistance and capacity building in the design and implementation of the M&E components of the activities in the communities served;
Work closely with the Data Reporting Officer (DRO) to assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry;
Identify and document technical or operational issues encountered in national digital systems such as MESI, EMR, PLR, and RADAR, and promptly escalate them to the SI Advisor and relevant national stakeholders for resolution;
Provide technical assistance to the Data Reporting Officer (DRO) and CSO partner M&E staff in integrating EpiC data into the national HMIS.
