Purpose of consultancy聽聽
This consultancy will support the Health System Resilience Unit, Department of Universal Health Coverage/Health Systems, by developing and implementing communications plans, products, and campaigns for migrant and refugee health to enhance outreach and impact according to the two donor agreements.
Background 聽
Develop and implement a communication plan for migrant and refugee health based on two donor agreements (DGIT/M-MPTF). DGIT of the Italian Ministry of Foreign Affairs and International Development is supporting Tunisia and Libya to improve access to quality health services, ensuring public health access for local communities, refugees, migrants, and those in transit, aiming for Universal Health Coverage. In addition, the Migration Multi-Partner Trust Fund (M-MPTF) focuses on integrating climate change adaptation and risk reduction in migrant-inclusive health systems in Iraq, Jordan, and Lebanon. The project, partnered with IOM, WHO, and UNDRR, aims to integrate human mobility into national health adaptation and disaster risk reduction strategies.

Reach the public, donors, media and other stakeholders with accurate, timely and appealing information through traditional and innovative platforms to:
路聽聽聽聽聽 Promote WHO鈥檚 impact and credibility as the leading voice for public health
路聽聽聽聽聽 Highlight health needs in the five target countries though migrant stories and communication material
路聽聽聽聽聽 Communicate the benefits of integration of refugee and migrant health in national health systems and dispel misinformation.
路聽聽聽聽聽 Enhance WHO鈥檚 capacity to communicate for health, foster partnerships with the media and other key stakeholders, and attract resources effectively for strategic priorities
Output 1: Planning and communication plan implementation:
Deliverable 1.1: Contribute to the planning and systems for implementation on Health System Resilience/Migrant and Refugee Health This involves developing a communication plan, ensuring strapline/taglines are incorporated into all key communication messages, and identifying the implications for implementation for website, social media platforms, other media.
Deliverable 1.2: Work with the five WCOs to produce communication materials based on the activities in each donor agreement. The consultant will be required to ensure that all work performed for the two projects is visible across all communication platforms鈥攕uch as websites and social media platforms and is thoroughly documented to provide visibility to the work performed at country level.
Deliverable 1.3: Collaborate with other departments and UN agencies to support activities related to the two donor agreements. This will include facilitating regular meetings and communications between the WHO and relevant UN agencies to ensure alignment and synergy in efforts; create informative and engaging content for various communication platforms, highlighting the impact and importance of the projects; and lastly, monitor and evaluate the effectiveness of communication plan, making necessary adjustments to improve outreach and engagement.
Output 2: Develop, write, edit and design printed and electronic content (e.g. web stories, media releases, social media cards, video and multimedia materials, posters, flyers, infographics, etc) for implementation on Health System Resilience/Migrant and Refugee Health initiatives and campaigns, ensuring that the content is newsworthy, accurate, accessible, updated, informative, engaging and aligned with WHO House Style, corporate branding and accessibility guidelines.
Deliverable 2.1 Develop, update and monitor the communication plan. Identify deadlines, products (e.g. policy briefs, research alerts, interviews, infographics).
Deliverable 2.2 Develop scripts for videos, support the shooting of the video and publish.
Deliverable 2.3 Facilitate the discussion with other departments, WCOs and UN agencies in taking the lead in creating content (stories, posts, photos, infographics, etc.); adapt for web, social media and media pitching and facilitate English and Arabic-language media engagement.
Deliverable 2.4 Support the print production (design, editing, publishing); attend key technical meetings and draft meeting reports.
Deliverable 2.5 Actively coordinate with CRP namely Resource Mobilization in ensuring a continuous engagement with our donor DGIT of the Italian Ministry of Foreign Affairs and International Development.
Output 3: Develop a social media campaign around the Regional Committee papers on Health System Resilience and the RC72 progress report on Migrant and Refugee Health.
Deliverable 3.1 Develop a visualization plan for the two RC72 items from Health System Resilience which includes a technical paper on health system resilience and a social media campaign on migrants and refugees health utilizing the work done in the five countries.
Qualifications
Essential Education required
Advanced university degree in communications, journalism, marketing, humanities, social sciences, health or a related field.
聽Experience 聽
5 to 10 years of relevant experience in the field of health communications including developing and implementing communications content, plans, campaigns and strategies, preferably on Health Systems topics such as promoting Primary Health Care, Access to Health Services, Migrant and Refugee Health and Universal Health Coverage.
International experience is a requirement for international consultancies.
Desirable :
Work experience at the United Nations System (particularly WHO) and/or with international exposure (e.g. international NGOs, multilateral corporations, diplomatic missions, etc) in developing advocacy/communication materials (e.g. media/social media content) and campaigns to promote and advocate public health and sustainable development initiatives. Experience in handling global or multi-country health communication/promotion campaigns will be considered as an additional asset.
Skills / Technical skills and knowledge:
聽Theoretical and practical knowledge of the principles and practices of health communications including familiarity with relevant theories from behavioural science.
Ability to communicate effectively, including demonstrated skills in writing effectively and editing content for a wide range of communications products. Ability to structure and coordinate meetings to ensure positive outcomes for the targeted audiences.
Sound advocacy skills complemented by the ability to plan and evaluate situations and propose innovative communication options.
Ability to develop communication plans.
