Background

The HIV/SRH/BBV Warehouse Management Officer will work under the direct supervision of the Lead of the Sexual and Reproductive Health (SRH) and HIV Unit at the Ministry of Health and Medical Services (MHMS) and co-supervised by Program Warehouse Lead and the Public Health Specialist in the Pacific Health Security and Communicable Disease Unit (PSC) within the WHO Division of Pacific Support (DPS). The UNDP Senior Consultant, PSCM Governance and Coordination, will also provide technical advice to this position. The SRH and HIV Unit Lead will serve as the primary focal point for technical and operational reporting, while the Public Health Specialist (WHO DPS) will provide administrative oversight and additional technical guidance as needed. The incumbent is expected to work independently and exercise initiative, while escalating complex operational or compliance issues to supervisors.

Job Description

  1. Support the functional warehouse infrastructure for SRH, HIV, STI, BBV, and TB commodities, ensuring compliance with Good Storage and Distribution Practices (GSDP). This includes cold chain and secure storage zones, temperature monitoring, and controlled access for all SRH, HIV, STI, BBV, and TB pharmaceutical and non-pharmaceutical commodities.
    Deliverables: Warehouse layout and zoning plan; cold chain capacity assessment; temperature logs; monthly GSDP compliance report.

  2. Support the development and upgrading of SOPs, compliance protocols, and quality assurance (QA) systems for the management and reporting of SRH, HIV, STI, BBV, and TB pharmaceutical and non-pharmaceutical commodities, covering receipt, storage, distribution, stock reconciliation, and pharmacovigilance aligned with MHMS and WHO standards.
    Deliverables: SOP and QA manual; internal audit reports; corrective action plans.

  3. Support the integrated stock-tracking systems with real-time dashboards using national LMIS (Logistics Management and Information System) tools (e.g., mSupply, PATISPlus). Configure data fields to capture SRH, HIV, STI, BBV, and TB pharmaceutical and non-pharmaceutical commodities by batch, expiry, and site-level information.
    Deliverables: Functional LMIS configuration; real-time stock dashboard; monthly inventory and pipeline reports; data validation summary.

  4. Develop and support Warehouse Lead to coordinate national distribution and replenishment plans, including supporting and monitoring of multi-month supply (MMS) and differentiated service delivery (DSD) models to improve continuity of treatment and minimize facility stock-outs.
    Deliverables: National distribution plan, inventory status report and delivery schedule.

  5. Provide support in capacity-building and supportive supervision for supply-chain personnel within the SRH and HIV Unit, Fiji Pharmaceutical & Biomedical Services Centre (FPBSC), and divisional health facilities. Support training on LMIS, storage procedures, and GSDP compliance.
    Deliverables: Training curriculum and modules; training reports; supervision checklists; post-training evaluation summary.

  6. Support in the development of a Key Performance Indicators (KPI) and performance-monitoring framework for warehouse operations and the national supply chain. Define and track indicators on stock availability, expiry rates, order fulfilment, and reporting timeliness.
    Deliverables: KPI framework and dashboard; quarterly performance review reports; risk register and mitigation plan.

  7. Oversee receipt, documentation, and distribution of donated or in-kind commodities, ensuring verification against donation agreements and compliance with WHO quality standards, national procurement policies, and donor conditions.ย

  8. Mentor and provide on-the-job coaching to FPBSC and divisional logistics officers, promoting adherence to SOPs and use of digital systems. Support long-term capacity strengthening and sustainability planning for national warehouse operations.
    Deliverables: Mentorship plan; progress log; sustainability and transition roadmap.

    Educational and experience requirements:

    Education

    Essential: Bachelor's degree or its equivalent in pharmacy, Public Health, or related field.
    Desirable: Post graduate qualifications in Business Administration, Warehouse Management or related field will be an advantage.

    Experience

    Essential: At least five yearsโ€™ relevant experience in forecasting, procurement, and distribution of products, preferably health products.
    Desirable: Professional experience in supply chain systems, inventory control, and procurement planning aligned with international and national standards.

  14. Salary for this role will start from FJD 38,557.21 to FJD 62,958.41, based on qualifications and experience.
  15. Duration of contract: 12 months initially, with potential extension.
This role is subject to local recruitment and will be filled by Fiji nationals recruited in the local commuting area of the duty station.
