Purpose of the Job:

The purpose of the Protection Assistant position is to implement delegated Protection activities as defined by the Country Officeโ€™s strategic and programmatic frameworks. Currently NRC Protection in Afghanistan has two technical Protection thematic: Civilian Self-Protection (CSP) and Case Management (CM).

This position of Protection Assistant โ€“ Civilian Self-Protection (CSP) directly implements and supports the communityโ€™s initiatives within CSP. The programโ€™s foundation is community work and relationship building. And any position holder should have the corresponding skillset and dedication to working with communities on strengthening their self-protection strategies in response to a protection threat, whether these threats be at an individual, community, household, and/or other group level.

The CSP program works in partnership with communities and affected persons on strengthening ways they can prevent, mitigate, and reduce protection risks, ultimately building the communityโ€™s resiliency.

Support the implementation of the different components of CM according to tools, SOPs, and annual work plan. Contribute to regular activity progress reports. Ensure proper completion and filing of all documentation (soft and hard copy, as required) Support CMCO Officers in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work. Ensure that projects target beneficiaries most in need of protection and/or assistance. Regularly visit settlements in order to provide information/counselling on rights, services, and durable solutions; to refer cases; and to disseminate information about NRCโ€™s mandate. Support CMCO to coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving. Contribute to collection of information about the situation and needs within the Community Centre area(s) to use for coordination and advocacy.ย  Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities and identifying beneficiaries where appropriate. Adhere to NRC policies, tools, handbooks, and guidelines. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.

Specific Responsibilities:

Communication with communities In Community Spaces and informal settlements, disseminate relevant and meaningful information regarding the rights of returnees and IDPs, and services available in the area, in order to enhance access to services and rights. Train and support Settlement Committees to disseminate information as per the above Promote the Community Spaces among potential visitors and ensure information about services offered is properly communicated. Community Engagementย  Support the establishment, training, and follow-up of Settlement Committeesย  Facilitate and encourage collaboration between other NRC Core Competencies and external service providers with the Settlement Committeesย  Support to Coordination Support coordination with potential service providers (governmental, non-governmental, private, etc.) to improve the provision of assistance and referral mechanisms. ย  Collect information regarding obstacles and constraints to beneficiariesโ€™ access to services. Support Emergency Coordinator. Or PM to Prioritize the emergency activities in different region such as field assessments, distribution, responses, PDM, risk monitoring, HR, Finance or Logistics and coordination. Ensure the inclusion of cash-based interventions and marked based programs in country and area-based strategies and their implementation across and within NRCโ€™s core competencies. Any other responsibilities tasked by supervisor.

Qualifications:

Generic Professional Competencies:

Documented results related to the positionโ€™s responsibilities. Good knowledge of English Language โ€“ spoken and written. Knowledge of cash-based interventions and market-based programs. University degree (social sciences preferred, e.g., education, political science, Engineering, international relations, law, journalism, gender studies, human rights, etc.).ย  2- 3 yearsโ€™ experience working in a humanitarian context, preferably in community services or community engagement and mobilization, protection, Emergency, community capacity building, or related field. Fluency in Dari and Pashto, both written and verbal. Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
