Purpose of the Job:
Theย PfV Officerย will be based in Khost Provinceย supportingย implementation of NRCโs โProtection Response and Coordination Mechanism for Displacement in Khost Provinceโ UDOC project, which is based on Camp Management methodologies. Theย project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:
Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities. Community Engagement:ย Participation of affected communities alongside local stakeholders in the humanitarian and development response Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.). Protection: Protection Case Management model, with foundations in community-basedThere are three main mechanisms in the project for enhancing communication, community engagement, coordination, and Protection:ย
Community Centers established in areas hosting large numbers of displaced households. Community Committees working in neighborhoods of high displacement. Outreach Teams who work in Community Centers and visit affected neighborhoods.The PfV Officer is part of and responsible for these three mechanisms.ย He/she will be responsible for planning and implementing all activities in one or more of NRCโs Community Centers and its surrounding neighborhoods, which means supervising all mobile outreach work taking place in the area; ensuring the smooth day to day running of the Community Centre and activities therein; supporting the establishment and capacity building of Community Committees; and coordinating with relevant local stakeholders.

Communication with communities Lead technical aspects of Community Centres and neighborhoodโs committees, disseminate relevant and meaningful information in order to enhance access to services and assistance. Promote the Community Centers among potential visitors and ensure information about services offered is properly communicated. Support organizing community events and campaigns on specific topics (women day, environmental hygiene etc.) Support stablishing of community spaces including site selection, preparation and signing of rental agreements for the Community Centre. Holding regular coordination meetings with key stakeholders of the targeted areas and strongly support community Centre activities in displacement affected Eastern areas.ย Ensure the technical quality of the activities in the community Centre, including campaigns/events.ย Community Engagementย Manage and support the establishment, training, and follow-up of Neighbour hood Committees.ย Facilitate and encourage collaboration between other NRC Core Competencies and external service providers with the Neighbour hood Committees.ย Train and support Neighbour hood Committees to disseminate information and support overall capacity building of the neighborhood committees. Ensure technical quality implementation of community engagement/participation/activities.ย Support to Coordination Coordinate with potential service providers (governmental, non-governmental, private, UN agencies etc.) to improve the provision of assistance and referral mechanisms in the Eastern region Nangarhar Province Representation of the project in local forums (e.g. local partners, local authorities) and UN agencies.ย Using standard templates and tools, regularly collect and update information relating to service provision in the areas of responsibility. Collect and Analyse information regarding obstacles and constraints to beneficiariesโ access to services and suggest possible solutions. Continuous updating of service mapping and referral pathways Protection and Emergency Cash Support technical implementation of Protection Monitoring and identification and referral of vulnerable households residing in informal settlements. Support Referring individuals claiming certain needs/vulnerabilities and meeting criteria to relevant service providers. Support technical implementation of safety audits jointly with the population on bi-monthly basis of the target areas, focusing on GBV prevention and equal access and safety of female community members. Emergency Cash assessments, reporting and distribution to vulnerable IDP, Returnee and HC families.ยGeneric Professional Competencies:
University degree (preferably in social sciences, e.g. education, political science, Engineering, international relations, law, journalism, gender studies, human rights) Experience from working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, Emergency, community capacity building, or related field Previous experience from working in complex and volatile contexts Documented results related to the positionโs responsibilities. Good knowledge of English Language โ spoken and writtenContext/ Specific Skills, Knowledge, and Experience:
Fluency either in Pashto and Dari, or both written and verbal Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan. Previous similar experience preferred 3-4 years work experience in the field of community outreach, Community Engagement, Emergency and/or protection Experience in community capacity building and trainingBehavioral competencies:
