Background
Since 2013 UNDP โStrengthening the Electoral Cycle in the Solomon Islands Projectโ (SECSIP) provides technical assistance to the Solomon Islands Electoral Commission and other national institutions throughout the electoral cycle (pre-election; elections/polling and post-election) to support inclusive and credible electoral processes. In September 2021, the project began its third phase which is expected to end in December 2024.
SECSIP III will work towards achieving the overarching outcome of โmore sustainable and inclusive electoral institutions and practices in support of democratic governance in Solomon Islandsโ through the four following outputs:
Output 1:ย Institutional and operational capacities of the electoral authorities strengthened Output 2: Capacity of national authorities and local networks to provide voter information and awareness and to encourage civic engagement strengthenedย Output 3: Legal electoral framework improved Output 4: Womenโs political participation and leadership around the country enhanced.ยSECSIP is currently funded by the Government of Australia and UNDP. The project aims to continue building synergies and strategic partnerships with a range of national stakeholders from government and civil society to ensure that an enabling environment for credible and inclusive elections is created.
Under the overall supervision of the Chief Technical Adviser/Project Manager and in consultation with operations colleagues at the UNDP Solomon Islands Country Office, the Project Gender Analyst will work within the SECSIP project team to provide technical assistance and advisory support in the areas of gender equality, women participation and representation, and women leadership towards the 2028 joint elections.
Duties and Responsibilities
The Project Gender Analyst will report directly to UNDP SECSIP CTA/Project Manager in coordination with the SESCIP Deputy Project Manager and work situated in the SECSIP project team.
Expert Advisory and Policy Development Support
Offering expert guidance and evidence-based recommendations on the development, review, and implementation of gender-sensitive laws, policies, procedures, and national-level guidelines that promote inclusive electoral participation. Advising on legal and institutional reforms in coordination with other project consultants, particularly legal experts, to ensure that gender perspectives are integrated into national electoral frameworks. Facilitating strategic engagement with senior officials from key partner institutions such as the Solomon Islands Electoral Commission (SIEC), the Ministry of Women, Youth, Children and Family Affairs (MWYCFA), civil society organizations (CSOs), and organizations representing persons with disabilities (PWDs) to strengthen policy coherence and inclusivity. Supporting the projectโs alignment with international standards and national commitments, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the National Womenโs Policy, and the Gender Equality and Womenโs Development (GEWD) Policy.Strategic Event Coordination and Support to Communications and Awareness
Organizing, coordinating, and facilitating national and provincial-level events such as forums, dialogues, roundtable discussions, and conferences focusing on gender and elections, womenโs political participation, and leadership. Working in close collaboration with the SECSIP Communication and Awareness team to ensure the integration of gender and inclusion messages across all outreach materials and communication products under this assignment. Developing event agendas, coordinating speakers and facilitators, and supporting logistical arrangements to ensure successful and impactful engagement. Ensuring the participation of marginalized groups, including rural women and PWDs, in all engagement activities. Supporting the documentation and promotion of outcomes from these events to broader audiences through newsletters, media briefings, and project reports.Capacity Building and Monitoring of Gender Initiatives
Leading the design and implementation of tailored capacity-building programmes for key stakeholders including SIEC officials, political parties, CSOs, media, independent candidates, womenโs networks, and PWD organizations. Preparing relevant training materials, resource guides, and learning tools that promote gender-responsive electoral practices and leadership. Facilitating training workshops, coaching sessions, and learning exchanges to improve understanding of gender inclusion in electoral processes. Developing and implementing a monitoring framework to track progress and assess the effectiveness of gender-related interventions under this assignment. Regularly reporting on achievements, lessons learned, and providing practical recommendations for improving outreach and impact.Documentation, Reporting and Knowledge Management
Preparing detailed documentation on major achievements, challenges, and lessons learned in promoting gender equality and womenโs participation in the electoral process. Supporting the implementation and monitoring of the SIEC Gender Equality and Social Inclusion (GESI) Policy, including identifying gaps and opportunities for enhancement. Producing analytical reports and case studies that highlight the integration of gender in electoral activities and share best practices for broader dissemination. Contributing to knowledge products such as policy briefs, newsletters, success stories, and technical papers in collaboration with other SECSIP team members and stakeholders. Ensuring knowledge generated through this assignment is effectively captured, stored, and shared through appropriate platforms for future reference and use by national institutions and partners.Stakeholder Engagement, Advocacy, and Promotion of Womenโs Leadership
Designing and facilitating inclusive dialogue mechanisms that bring together national and international stakeholders to discuss challenges and opportunities for enhancing womenโs political empowerment. Establishing and maintaining strong relationships with key stakeholders, particularly provincial councils of women, national womenโs organizations, and youth and PWD groups to foster collaborative action. Leveraging project platforms and outreach activities to promote visibility of successful female leaders and champions through storytelling, media features, publications, and video content. Supporting flagship SECSIP initiatives such as the โOutstanding Women of Solomon Islandsโ and the โSecondary School Poster and Essay Competition on Womenโs Political Participation and Leadershipโ to encourage youth engagement and broaden networks of support. Facilitating the inclusion of successful women leaders in project trainings and events to serve as mentors and role models, creating a ripple effect for aspiring female candidates and leaders.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. ย ย ย ย ย ย ย ย ย ย ย ย ย

Education:
