Background

The \"EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement\" project is a collaborative initiative aimed at improving public procurement systems in the Philippines. Public procurement represents a significant portion of the national GDP, yet inefficiencies and corruption have hindered its potential to boost market competition and innovation. With the enactment of the New Government Procurement Act (NGPA) in 2024, the project seeks to institutionalize reforms that promote transparency, accountability, and efficiency. These reforms include modernizing procurement processes, adopting international data standards, and integrating participatory practices to ensure the best value for public funds.ย 

To achieve its goals, the project focuses on three key outcomes. First, it aims to strengthen the capacities of public expenditure oversight bodies. This includes providing training on data analytics and participatory audits, developing evidence-based policy recommendations, and enabling collaboration with civil society organizations (CSOs). Second, the project will improve the internal capacity of the Procurement Service under the Department of Budget and Management (PS-DBM) by codifying processes, standardizing training, and promoting gender-responsive procurement practices. Lastly, it seeks to enhance the ability of PS-PhilGEPS to manage and publish procurement data, develop interactive dashboards, and adhere to Open Contracting Data Standards.ย 

By addressing systemic gaps, the project aligns with the Sustainable Development Goals (SDG) and the Philippine Development Plan 2023-2028. It leverages technology and multi-stakeholder engagement to foster a transparent, accountable, and inclusive procurement ecosystem. Through this effort, the project supports the Philippine governmentโ€™s anti-corruption initiatives, enhances public trust, and contributes to a more effective and equitable public procurement system.ย 

UNDP is looking for a Project Analyst, who will form part of the Project Management Unit (PMU). The Project Analyst will develop, implement, and manage the M&E system and processes of the project . This involves working closely with the UNDP Institutions and Partnerships Programme (I&P) Team, UNDP Results and Quality Team (RQT), and other stakeholders.

Duties and Responsibilities

Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the Project Manager with oversight from the Programme Analyst. The Project Analyst shall also work closely with the UNDP RBM Analyst for corporate monitoring, reporting, evaluation and learning requirements. The selected individual will also provide indirect oversight to the Project Associate and Administrative and Logistics Assistant, either on behalf of the Project Manager (PM) or as delegated by the PM.

Under the overall supervision of the Project Manager, and working closely with the rest of the members of the PMU and stakeholders with oversight from the Institutions and Partnerships Programme Team, the Project Analyst will:ย 

Develop the Monitoring, Evaluation and Learning (MEL) system and plan to support the effective and efficient implementation and monitoring of the project workplan:

Substantially contribute to the development of multi-year and annual work plans with budgets;ย  With the support of I&P Programme Team and RQT, review and update as needed the Theory of Change, Results and Resource Framework, MEL plan and Risk Log ensuring alignment with program goals and donor requirements following UNDP policies, guidelines and tools With the support of UNDP CO- RBM Analyst, Digital Services and PINTIG Lab, develop and maintain the projectโ€™s M&E database such as recording participants from events and providing appropriate reports reflecting projectโ€™s indicators. Develop the M&E system with the support from PMU, and in close collaboration with the I and P Team, setting up standard procedures and processes to ensure credible, reliable, timely and cost-effective monitoring data needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability. Develop monitoring tools and forms and provide technical guidance to the PMU to record the achievements of the projects major activities. Set up online archiving of activity deliverables and evidences.

Undertake analysis, coordination, and reporting to ensure wide dissemination of the Projectโ€™s results and findings.

With the support of the Project Manager, collaborate with the I&P Programme Team and prepare corporate and donor requirements for the project ensuring timely and quality submission of reports, ensuring that progress is highlighted, impact documented, gaps identified, and corrective measures recommended; Prepare the Semestral Project Progress Report, Annual Reports and Donor Reports (progress against planned activities, update on Risks and Issues, expenditures) and present the findings to identify follow-on actions for consideration of the Project Board.ย  Develop a MEL database and dashboard that highlights the deliverables against the Output Indicators. Provide support to the PMU to identify M&E related challenges and develop a methodology to resolve the issues and improve the capacity;ย  Organize follow through M&E and learning sessions for the relevant stakeholders and partners, supporting them on the use of monitoring techniques.ย  Work with other UNDP Philippines programs, UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; and,ย  Undertake regular field monitoring activities to the project sites in collaboration with the PMU and provide monitoring reports on progress.ย 

Actively support to knowledge creation and management, stakeholder engagement and effective relationship building with key partners.

Lead and coordinate project evaluations, including mid-term and end-of-program evaluations to assess impact and effectiveness. Liaise closely with the UNDP Communications Team, PMU, and relevant stakeholders to plan launches, events and other activities designed to bring attention to the results and findings of the program;ย  Background research on thematic areas related to the project and drafting of relevant program briefs;ย  Support to drafting of terms of reference and recruitmentย  Contribute to the programโ€™s visibility in UNDPโ€™s social media accounts and website through articles, blogs and other social media content;ย  Support in building and maintaining an effective relationship with key partners and stakeholders, including the Project Board

Provide additional support to the Program Management Unit and the Programme Team upon the request of the Project Manager.ย 

Prepare other program requirements, such as the activity designs, briefing notes, talking points, one-pager, slide decks, among othersย  Provide technical support in organizing Project meetings including Project Board and Technical Working Group meetings, and other relevant stakeholders, including government and private sector partners.ย

Required Skills and Experience

Education:

Advanced university degree (Masterโ€™s degree or equivalent) in Public Administration, Business Management, Development Studies, Economics, Political Science, Information Systems or related field is required OR A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in the relevant field of study are not required to have professional work experience.ย  Applicants with Bachelorโ€™s (or equivalent) are required to have a minimum of two (2) years of progressively responsible experience in programme or project management, policy and systems reform, digital governance, or public sector innovation, at the national or international level. Demonstrated experience in designing, implementing, and managing monitoring, evaluation, and learning (MEL) systems, including Theory of Change and Results Frameworks. Experience in program development and management, monitoring and evaluation; policy and systems reforms; business process; information and knowledge management; and/or implementing a development program related to public procurement, local e-governance, and/or public sector digital transformation Demonstrated strong experience in M&E capacity, including data analysis, visualization, and preparation of evidence-based progress reports. Proficiency in M&E and data visualization tools such as KoboToolbox, ODK, PowerBI, and Excel is desirable Proven familiarity with government procurement processes, transparency mechanisms, and participatory monitoring tools is an asset. Experience with capacity building, participatory approaches, and stakeholder engagement, especially with government and civil society organizations, is highly desirable. Previous working experience with the UN system or international organizations at local or international level is an advantage.

Required Languages

Fluency in spoken and written English and Filipino is required.

Certification in project management (e.g., PMP, Prince2) and/or MEL (e.g., CLEAR, IPDET, or UNDP-specific M&E training) will be considered an advantage.
