PurposeUnder the overall supervision of the Head of Projects, and indirect supervision of the Deputy Director, Subdivision for Maritime Development, the incumbent will provide technical expertise associated with the implementation of the EU-ASEAN Sustainable Connectivity Package Ship Safety (SCOPE) Project (the Project)
Duties and ResponsibilitiesProvide technical advisory support; awareness-raising; and capacity building at global, regional and national levels on ferry safety, with a focus on the ASEAN region1. Initiate, contribute and coordinate the development of global and/or regional guidance documents to assist IMO Member States in undertaking project specific activities, where technical support is necessary. Provide expert advice on developing national, regional and global reports and publications in the specific area of the project. Review, edit and contribute to other publications developed or commissioned by the Project.2. Supervise and contribute to the development of a global and regional studies, researches undertaken by IMO, from a technical, subject-matter point of view in relation to specific technical issues and lessons learned under the project.3. Liaise within IMO with other Divisions, in relation to project activities, as well as establishing synergies, coherence, especially with MSD ferry safety technical experts and with Regional Office of IMO to Asia-Pacific.4. Facilitate the policy dialogue between industry and government representatives and actively support the beneficiary countries from a technical point of view in this dialogue.5. Support the work of the IMO Secretariat in relation to TCC/other relevant meetings from a technical point of view, to ensure project lessons learnt can be distributed further.6. Produce or oversee production of awareness-raising and information materials, visibility products, consult with donor in this regard. Identify language needs and coordinate translation and distribution of awareness-raising materials.7. Draft other written outputs, e.g. background papers, briefing notes, presentations to internal and external partners, speeches, mission reports and other inputs for presentations by senior IMO staff on project-related issues for specialist or non specialist audiences.8. Supervise the organization of training workshops, seminars, expert groups, etc. Participate and make presentations on assigned topics related to the Project.Stakeholder involvement, partner coordination and knowledge management1. Implement knowledge management related activities, by developing a global central knowledge hub on all technical aspects of the project. Develop and overview the design and content of the data platform, conduct desktop research and establish collaboration agreements with appropriate institutions and specialised initiatives for coordination and content provision.2. Facilitate and oversee the creation of national and regional databases in LPCs, providing input and content materials to the National Focal Points and the Regional Coordinating Organizations.3. Monitor and identify the needs of the LPCs and, in direct contact with their National Focal Points or other government officers, facilitate project support to those countries to implement the legal, policy and institutional reform process to address technical issues of the project.Project implementation1. Provide technical expertise in the area of project management, implementation, reporting and Monitoring and Evaluation (M&E).2. Plan and draft survey initiatives as required by the Project outputs; design data collection tools; review, analyse and interpret responses, identify problems/issues and propose corrective actions that may be required to achieve or improve outputs.3. Coordinate the development and implementation of project planning and oversee the preparation of related documents/reports (pledging, work programme, project budget, etc.). 4. Provide monitoring and financial analyses support to the Head of Projects. Review budget revisions and ensure that all operations, financial administration and procurement activities initiated by or assigned to the Project are conducted according to IMO standards and procedures and in coordination with other Secretariat stakeholders.5. Oversee the day-to-day work of administrative project staff, particularly relating to budget monitoring, coordination of workload and logistics for all activities. Provide feedback with a view to developing skills and competencies.6. Manage and oversee procurement for the Project. Draft tenders for expressions of interest for providing services required by the Project, including defining the services, qualifying criteria, requirements, expected deliverables and timeframes. Participate in the analysis and selection of proposals.7. Draft terms of reference for contracting experts and consultants and oversee contractual arrangements. Review and edit consultant reports and provide feedback on performance.8. Perform other related duties, as required

ExperienceMinimum of three years of progressively responsible experience in delivering project services that includes implementation of international development projects, analyzing technical assistance needs and delivering technical cooperation activities.Minimum two years of budget preparation and monitoring, financial analysis. Experience with technical support in relation to ferry safety and knowledge of IMO’s relevant Model Regulations is a must, experience in Asia-Pacific region is an advantage
EducationA university degree in Environment, Marine or Maritime related studies, Business Administration and/or International Relations or Law, other relevant field
Language SkillsAdvanced level of proficiency in English, both written and oral, is essential. Working knowledge of other UN languages is an advantage
