The Partnership and Resource Mobilization Officer reports to the Field Programme Support Officer. Responsibilities- Leads the development and implementation of an evidence-based partnership and resource mobilization plan: Develops and maintains an up-to-date list of program priorities for funding based on regular needs analysis; Conducts aid and stakeholder mapping and analysis of ODA and funding trends; Develops annual partnership and resource mobilization plans for the field office; Develops a database and monitoring system for public and private donors, including in-kind contributions. - Research and drafting of top-quality partnership and fundraising documents: Prepares high-quality programme and project documentation, including concept notes, proposals, presentations, UN joint programming frameworks, documents, and Emergency Appeal, in line withUN and results-based management (RBM) guidelines and standards; Negotiates Memoranda of Understanding (MOUs) with donors and partners, in close consultation with DDUA (P)/Front Office, Field Legal Office, Programme Departments, and other relevant business units. - Ensures accurate and timely monitoring and reporting on all projects, in line with donor contribution agreements and deadlines: Develops and maintains a monthly monitoring and reporting schedule of all programmes and projects in the field, ensuring compliance with donor's contribution agreements and deadlines; Coordinates inputs from programme and project teams, drafts and finalize high quality reports and other required documentation, in compliance with internal and external deadlines; Drafts documentation relating to reprogramming, project extensions and budget revisions, and other required official correspondence through close consultation with the Front Office, Field Legal Office, Field Finance Office, ERCD, and other relevant units (as required). - Coordinates and contributes to advocacy and donor visibility initiatives: Supports efforts to strengthen UNRWA's brand profile at the field level, particularly with donors, by developing communication tools in line with programme funding and advocacy priorities, and contributing to reporting; Coordinates with Communication/Public Information Office to ensure that the annual events calendar (e.g., UN days and advocacy events) is updated regularly. Supports the planning and organization of field visits by government officials, donors, UN representatives, and other stakeholders, including drafting agendas, briefing notes, talking points, and other required documentations. At least five years of progressively responsible and relevant experience in developing partnerships, programmes and projects, resource mobilization, fundraising, donor coordination and/or result-based management in the context of government, donor, non-profit, UN, private sector and other relevant organisations is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required.
