Background:
The Office, in collaboration with the ICEP (an independent, non-profit, Austrian development organization based in Vienna) and the KFCSED (Kazakhstan Foundation for Cultural, Social and Educational Development), is planning to organize a series of workshops in a pilot region of Kazakhstan, specifically in Almaty and Almaty Oblast. This initiative will be cross-dimensional, carried out in partnership with the Officeโs Human Dimension, ensuring a comprehensive and interdisciplinary approach.
The workshops are aimed at building practical skills, enhancing employability, and promoting entrepreneurship among women, particularly mothers with multiple children and victims of domestic violence.
This initiative is particularly aimed at empowering women who are particularly mothers with multiple children and women who have experienced gender-based violence, by improving their access to economic opportunities.
Objective of Assignment:
The Office will require the services of an international co-ordinator to ensure the effective and timely implementation of activities related to women's economic empowerment programme.
Duration of Assignment:
The co-ordinator will be hired for 4 months.
Tasks, Responsibilities and Deliverables:
Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:
1. Support training design, workforce integration, and scaling model.
Output to be achieved: Report outlining improved training methodology and integration strategy; one session conducted with trainers; draft scaling model.
2. Conduct on-site evaluation during the final phase.
Output to be achieved: Field visit report (minimum 5 pages); two focus groups discussions with training beneficiaries held; debrief session with KFCSED.
3. Advise on KFCSED capacity-building and vocational training.
Output to be achieved: One capacity-building online session delivered for KFCSED staff; recommendations memo on institutional training improvement.
4. Develop roadmap for regional project expansion.
Output to be achieved: Roadmap document for regional expansion, presentation of the roadmap for validation.
5. Identify future opportunities for project participants (e.g. microcredit, internships).
Output to be achieved: One concept note.
6. Prepare monthly reports and final summary of results.
Output to be achieved: Four monthly progress reports and one comprehensive final report providing an overall analysis of the project.
Necessary Qualifications:
- Masterโs degree in Development Management, International Development, or a related field.
- At least 10 years of professional experience in development co-operation, with a strong focus on vocational education and workforce integration.
- Proven track record in NGO capacity-building and in scaling training models across different countries.
- Demonstrated expertise in designing and implementing sustainable development strategies, particularly those targeting women in vulnerable situations.
- Experience in working with international donors and managing multi-stakeholder partnerships.
- Excellent intercultural communication and facilitation skills.
- Fluency in English is required; knowledge of Russian is an asset.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
