Information Counselling and Legal Assistance (ICLA) Technical Assistant - Libya Misrata

Roles and responsibilities

The ICLA Technical Assistant is responsible for supporting the implementation of NRCโ€™s ICLA programme in Misrata and Tawergha. The role ensures that vulnerable individuals and communities have access to information, counselling, and legal assistance to claim their rights to civil documentation, housing land and property, legal stay, employment and access to essential services, in line with NRC policies and donor requirements.

Generic Responsibilities

4.Organise and deliver tasks in line with priorities and standards.

7.Prepare status/progress reports as required by management.
8.Promote and share ideas for improvement in your area of expertise.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within NRC and among beneficiaries.

Specific responsibilities
Accounting for the particularities of the job location and context, the Technical Assistant will be responsible for the following specific tasks:
Awareness raising
โ€ข Stay updated and respect all internal procedures and thematic guidelines.
โ€ข Provide support to the team Leader and the technical legal officer to make sure that the content of GIS scripts and tools are up to date.
โ€ข Organize and deliver individual and group information sessions (GIS), following the guidance.
โ€ข Support community volunteers and CSO partners staff to organize and deliver individual and group information sessions (GIS), following NRCโ€™s guidance.
Legal case management
โ€ข Legal Case Management process. To follow NRC legal case management guidelines and tools and ensure high quality standards and follow-up for all cases until closure.
โ€ข Counselling. In line with the legal case management guidance, provide individual counselling sessions on various topics including legal identity and civil documentation, housing, land and property rights and work rights, access to essential services and legal stay.
โ€ข Legal assistance. In line with the legal case management guidance, provide legal assistance services to project participants on various topics including legal identity and civil documentation, housing, land and property rights and work rights, access to essential services and legal stay.
โ€ข Oversight of internal and external referrals to local aid organizations both national and international in implementation of care plans within legal case management approach.
โ€ข Follow-up. Make sure that all case management files are timely followed up with qualitative and client-centered approach, following the legal case management guidance.

SIP (Safe and Inclusive Programming)
โ€ข Ensures safe and inclusive programming principles are respected, including ensuring safety and dignity of project participants, understanding their diverse needs, enabling meaningful access to NRCโ€™s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realization of their human rights.
Outreach and field work
โ€ข Data collection. Undertake day-to-day data collection and data entry related to field activities, legal case management and participates in field mapping exercises. Service mapping. Participate in the drafting and regular update of service mapping, to facilitate assisted referrals.

External coordination
โ€ข Meetings and coordination with international, national and governmental actors working on legal and different administrative access to services (education, health) as instructed by the line manager and project management. Ensuring that partner organisations fully comply with agreed case management and referral pathways and client handling procedures.
โ€ข Coordination with volunteers. Supporting the Team Leader in the oversight of volunteer workers, maintaining attendance sheets and coordinating with NRC support colleagues on processing of payments.
โ€ข Reporting and M&E
โ€ข Conduct regular post-service monitoring exercises for ICLA services, participates in project evaluation as needed.
โ€ข Reporting. Make sure that all means of verification related to awareness raising activities and legal case management are entered in the system (dynamics).
โ€ข Ensure that all reported information are accurate and up to date, keeping the highest standard or reporting.
โ€ข As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms (Dynamic, CORE or any other media). This includes, but is not limited to, internal reporting mechanisms (e.g., NRC GORS), donor reports and inter-agency reporting of achievements (e.g., 4Ws).
โ€ข Any other task relevant to the position as requested by the line manager, including administrative tasks, translation of documents or support to emergencies and other Core Competencies among others.

Generic professional competencies
University degree/diploma in law, or in social sciences, political science or related fields. Basic knowledge of data management and computer skills (MS Office, Kobo Toolbox). Experience working in humanitarian or recovery contexts.
Native fluency in Arabic; work proficiency in English. Strong organizational, reporting, and case documentation skills.
