Result of ServiceAlthough the consultancy will be done on an activity basis, minimum deliverables will be required: โข Analyze the legal and institutional frameworks applicable to different territorial categories and prepare tailored legal instruments and recommendations that support the implementation of in-tegrated solid waste management models across Bolivia. โข Review and assess national and municipal legislation on recycling to identify legal gaps and propose policy and regulatory incentives that promote the formalization and recognition of re-cycler organizations. โข Design and document a participatory methodology for co-creation workshops with recycler associations and local stakeholders, incorporating legal and institutional considerations to en-sure inclusive and context-appropriate processes. โข Lead and facilitate co-creation workshops in coordination with local actors, documenting the consultation process and the outcomes to inform the national strategy for inclusion and organ-izational strengthening. โข Develop the legal and institutional components of the national strategy for strengthening recy-cler associations, including proposals for legal recognition, training frameworks, and mecha-nisms for long-term financial sustainability. โข Provide legal and governance inputs for the formulation, monitoring, and citizen engagement components of the Municipal Integrated Solid Waste Management Program (PMGIRS) in a pilot municipality, ensuring a rights-based, participatory, and legally sound structure for im-plementation. Work LocationLa Paz, Bolivia Expected duration3 Months Duties and ResponsibilitiesBACKGROUND The consulting process described below is part of a project to promote better solid waste management at a national level in Bolivia. This initiative, carried out in conjunction with the Ministry of Environment and Water - MMAyA by its Spanish acronym - seeks to generate more efficient processes through vari-ous components to ensure more sustainable processes. The project, in general terms, focuses on five main aspects: โข Platform - Solid Waste Management Information System (SIGIR by its Spanish acronym)- : Con-sidering that it is a platform for reporting, control and decision-making at the national level, the tool will be updated to a more accessible version and according to the needs. The process includes the development and programming of the different modules in their online and offline versions, as well as the conceptualization of the different graphic and operational components required. โข Inclusion of both formal and informal recyclers and waste collectors in the comprehensive solid waste management system: The project will establish a strategy for their support and incorporation, which includes training processes to improve working conditions in at least five selected recycler associations โข Establishment of replicable models for the management and closure of open dumps: This includes a general national characterization of existing facilities based on available information. Additionally, the models must include technical frameworks that allow for their replicability across the territory. โข Development of a local solid waste management plan in a municipality with a population of at least 15,000 inhabitants. At this point, support will be provided to a local government for the develop-ment of the plan in accordance with the requirements established by national regulations and the MMAyA, which includes the technical, financial, and legal components for its structuring. โข Establishment of a pilot project for the establishment of a suitable facility for solid waste manage-ment in a municipality with at least 15,000 inhabitants. This includes design, structuring, and im-plementation, as well as developing training mechanisms for its maintenance, operation, and man-agement. RESPONSIBILITIES a.) Information and validation: โข The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: โข Provide technical assistant, inputs, and expertise to achieve the projectยดs goals โข Participate in meetings (virtual or in-person) as necessary to achieve the projectยดs goals and consultant deliverables. โข Collaborate with the project team as required and with relevant territorial stakeholders, includ-ing but not limited to the national and local governments. โข Follow the instructions and requirements of the projectยดs coordinator and the Andean Coun-tries Hub coordinator. โข Participate in missions to municipalities across Bolivia as required by the project coordina-tion. โข Deliver documents, products, and activities as required by the project coordination. โข Implement activities to strength the capabilities of local and national governments โข Support with the consultantยดs technical expertise to the projectยดs team. c.) Approval: โข The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects. โข Support the Hub Coordinator in the development of inputs for conceptual notes, project doc-uments, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. d.) Implementation: โข Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy. โข Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have. โข Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, coun-terparties and who appoints the UN-Habitat HUB Coordinator for Andean countries. โข Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries. โข Comply with the schedule of activities according to the guidelines of the HUB Coordinator. โข When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders. e.) Knowledge Management: โข The consultant must know the processes, procedures, and standards of the organization, to en-sure an adequate quality of the activities described above according to the standards of the or-ganization. โข Propose formats and procedures that allow the efficient implementation of the Agency's pro-jects. โข The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. โข Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. โข Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. โข Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office. โข The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. โข Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. โข Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. โข Identify strategic allies for the implementation of the New Urban Agenda in Andean coun-tries. โข Manage knowledge networks for the dissemination of the methodologies and documents gen-erated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. f.) Others: โข Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. โข The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. โข The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Qualifications/special skillsBachelor's degree in Public Policy, Law, Public management, Political sciences, Development Studies, Urban and Regional Planning, or a related field from Bolivia. Masterยดs degree in the same or related fields with emphasis in Bolivian legislation. The Masterยดs degree may be waived if the consultant has a Bachelorโs degree plus at least six (6) years of relevant professional experience and proven knowledge of Boliviaโs legal, institutional, and municipal framework related to waste management and the formaliza-tion of informal labour is essential. At least 4 years of experience in related activities in Bolivia. Experience in solid waste management, recycling systems, or the strengthening of grassroots or community-based organizations will be consider an asset. Moreover, prior experience working in participatory processes, multi-stakeholder environments and in projects that incorporate gender, sustainability, and human rights approaches will be considered an asset. Finally, the consultant must demonstrated ability to produce clear, well-structured technical and strategic documents. Knowledge of commercial systems and packages such as Microsoft Windows and Office will also in-crease the score. LanguagesThe consultant must be fuild in Spanish.
