The Asset and Lease Management Consultant reportsย to the Asset Management Associate and the Facilities and Administrative Specialist and is entrusted with the assistance in administration of the UN Women Global Lease Database and the custody of the office assets mostly ICT equipment and furniture. The role involves assistance in support and coordination of the review and signature process for all UN Women premises agreements, including commercial leases and memorandum of understanding (MOU) with other UN agencies and/or governments, and assistance with assets physical verification exercise, reporting and back up support.
Description of Responsibilities /Scope of Work
- Lease Management System (LMS) troubleshooting, assistance to field offices and support at HQ with lease management system, communication with the offshore IT development company on implementation of updates and changes to LMS; Review the existing lease management business process and apply best practices to update and enhance the lease management system;
- Maintain premises agreements in a database to support active lease management, including abstracting, tracking, analyzing and/or comparing critical provisions of the premises agreements, amendments and related documents and generating relevant reports;ย
- Verify and communicate all expiration dates and other critical information to the relevant field office and follow up to ensure renewal, relocation process is initiated in compliance with the year-end closure requirements;
- Support the planning and preparation of annual HQ lease certification and country offices document submissions for audit and year-end purposes;
- Review Global lease agreements and certifications from country offices and ensure that they are current and accurate in comparison with the summary report and prepare a summary of in-kind contribution for free premises;
- Assistance with the 2025 Annual Global Fixed Assets Annual physical verification process;ย
- Providing support and back-up assistance to the HQ Asset Management Associate/ Specialist with assets-related requests;
- Delivering data analysis and inputs in terms or the global coordination of establishments of UN Common Premises/UN Houses based on UNSG reforms;ย review the Common Premises (CP) platform to identify potential consolidation opportunities and collaborate with other UN Agencies to optimize benefits for the UNW Country Office through co-location.
- Assistance with providing responses on the asset and lease management related issues to UNBoA and IAS and providing back-up support and assistance on the implementation of recommendations received according to the developed management action plan;
- Assistance in the coordination of tasks regarding UN Women Business Transformation process related to HQ lease due to the Pivot to the Countries and Regions;ย
- Assistance in providing professional expertise and technical support to the Regional and Country Operations Managers in lease management;
- Provide technical support and review of lease management documentation for submission to the Procurement Review Committee (PRC); follow up with the requested unit and obtain final approval before recommending for signature through LMS;
- Assist in negotiating and preparing sublease agreements for excess in DNB HQ office space to be leased to other UN Agencies; assist with the oversight management of subleases established with other agencies for HQ office space, including liaising with brokers to secure suitable tenants for surplus space;
- Contribute to drafting the business case for joining UN FLEET and assisting with implementation and signing UN Fleet Service Agreement if the option is approved;
- Support the seamless integration of Enterprise Data Management (EDM) with both the lease management system and the security management system;
- Assistance in the update and promulgation of major Asset management Policies and Procedures based on the new Financial Regulations and Rules (FRR); support in the creating TOR for the Property Survey Board and assistance in the Global implementation Management of inventory, property, plant and equipment part of FRR.

This is a home-based consultancy with occasional trips to HQ.ย
As part of this assignment, there will be a maximum of 2 (two) bi-weekly trips to New York City.ย ย

Required Qualifications:
Education:
- Masterโs degree or equivalent in finance, international economy, business administration, legalย or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years of progressively responsible work experience in the UN Common System in areas such as operations, lease management, asset management, or facilities administration is required.
- Experience in the usage of computers, office software packages (MS Word, Excel, PowerPoint etc.) is required.
- Experience with Enterprise Resource Planning Management Systems (ERP) is highly desirable.
- Paralegal and real estate related experience would be an advantage.
Languages:
- Fluency in written and spoken English
- Other UN languages would be an advantage
