Under the overall supervision of the Chief of Mission, Head of Partnership, and the direct supervision of the Grants Management & Capacity Development (GMCD) Coordinator, the Senior Programme Associate (IP Support โ Localization and Capacity Strengthening) will be responsible for supporting capacity strengthening activities for non-government organizations (NGOs), community-based organizations (CBOs), and civil society organizations (CSOs). The position supports the implementation of capacity assessment methodologies, training curricula, and institutional development approaches, serving as the mission's technical resource for implementing the localization strategy.
- Support the Capacity Strengthening team to implement capacity assessment methodologies, follow training standards, and apply capacity strengthening approaches for implementing partners.
- Monitor quality standards for all capacity strengthening activities, with responsibility to report issues with interventions that do not meet established criteria.ย
- Support the implementation of a centralized approach to capacity development initiatives, harmonizing assessment tools, training curricula, and development methodologies across the mission.ย
- Assist in developing clear sequencing frameworks that distinguish between institutional capacity strengthening (governance, financial systems, safeguarding) and programmatic/sectoral capacity needs, ensuring alignment and avoiding duplication with technical units.
- Maintain a comprehensive capacity development tracker that coordinates interventions across units, documents logical progression pathways for partners, and helps prevent overlapping or contradictory approaches that could burden implementing partners with multiple uncoordinated assessments or training requirements.ย
- Support the management of the Capacity Development budget line under partnership agreements, by tracking allocations, preparing inputs for strategic decision-making, and contributing to utilization aligned with localization objectives.
- Support the implementation of the Partner Maturity Scale by applying partner maturity levels and corresponding capacity strengthening approaches.
- Liaise with programme managers to support the integration of capacity strengthening into project design, contributing input on proposals to adequately address partner capacity needs.
- Support the management of the localization marker, acting as the mission's technical resource on localization measurement and collecting data for quarterly reporting to senior management.
- Maintain a vetted pool of implementing partners, with responsibility to apply assessment methodologies and inclusion criteria.
- Participate in regular consultations with implementing partners on capacity needs, with responsibility to document mission-wide capacity strengthening priorities.
- Support programmatic assessments of capacity and due diligence of IPs, at the direction of the GMCD Coordinator.
- Support quality control processes for training materials, assessment methodologies, and capacity evaluation approaches.
- Support accountability mechanisms for capacity strengthening activities, including implementing measurable outcome indicators and contributing to regular performance reviews.
- Support integration of cross-cutting issues such as environment, Accountability to Affected Populations (AAP), gender, children, Gender Based Violence (GBV), and other vulnerable groups into capacity strengthening approaches.

- High School Diploma with seven years of relevant work experience; or
- Bachelorโs degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience. ย Experience
- Experience in working with implementing partners, grantees, or third-party organizations to implement activities.ย
- Experience in proposal design, budget creation and project management.ย
- Experience in localization and capacity strengthening initiatives, with a preference for working with NGOs.ย
- Experience working within the broader humanitarian ecosystem and coordination fora as it relates to coordinating emergency response activities.ย Skills
- In depth knowledge of IP / grant award cycle and IOM internal procedures and controls for implementing partners.ย
- Familiarity with major crisis response sectors (WASH, Health, SNFI, etc.) and their core activities.
- Familiarity with Information Management or Grant Management Systems.ย Languages
