Under the overall supervision of the GMCD Coordinator and the direct supervision of the Senior Programme Associate (IP Support โ Localization and Capacity Strengthening), the incumbent will assist with the implementation of capacity strengthening initiatives for non-governmental organizations (NGOs), community-based organizations (CBOs), and civil society organizations (CSOs) within the Grants Management and Capacity Development (GMCD) Unit. The position will also support the operationalization of the Partner Maturity Scale, assist with capacity assessment and development activities, and contribute to efforts supporting IOM Ukraine's localization objectives.
- Capacity Assessment and Development
- Assist with capacity assessment processes for implementing partners, using established methodologies and documenting findings for review by supervisor.
- Support capacity development activities (training sessions, learning events, workshops, mentoring) for local partners (IOM Implementing partners, CSOs, NGOs, etc.), following the Partner Maturity Scale.
- Help maintain capacity development materials including training curricula, guidance documents, and assessment tools, verifying that resources are appropriate for the Ukrainian context.
- Monitor progress along the Partner Maturity Scale, documenting advancement and identifying ongoing capacity needs.
- Assist with institutional capacity development activities, focusing on governance, financial systems, and safeguarding.ย

- Coordinate with implementingย partners on capacity development matters, providing information on capacity strengthening approaches and resources according to established parameters.
- Help organize experience-sharing and peer learning among local partners, supporting communities of practice and learning networks.
- Assist with partnersโ organizational sustainability plans by providing standard information on institutional strengthening strategies and connecting partners with relevant resources.

Collect data on capacity development activities, documenting impact, outcomes, and lessons learned. Help draft regular reports on capacity strengthening progress using standardized reporting formats. Maintain a knowledge repository of capacity development resources, organizing materials according to established taxonomies. Contribute to knowledge-sharing across IOM missions on localization and capacity development by documenting and sharing Ukraine mission experiences.ยย ย ย 5. Education High school diploma with at least five years of relevant work experience; or Bachelorโs degree in international development, Political or Social Sciences, International Relations, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience; or, Experience Minimum two years of experience supporting capacity development, organizational strengthening, or institutional development activities with NGOs, CBOs, or CSOs. Demonstrated experience working with civil society and local/national actors in Ukraine. Proven experience supporting training, mentoring sessions, or other learning initiatives for organizational development. Experience in supporting capacity assessment tools and methodologies. Experience in documenting and tracking organizational capacity improvements. Experience supporting the project implementation cycle, including monitoring, evaluation, and reporting is an asset. Prior experience in the humanitarian or development sector, particularly with UN agencies or international organizations is an advantage. Experience with localization approaches and principles in the Ukrainian context is desirable. Knowledge of institutional capacity development frameworks and best practices is an advantage.
