ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, the Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.

The Directorate houses the Divisions of Policymaking Organs (GLO/PMO), Regional Bureaus and Field Offices (GLO/RFO), Field and Liaison Strategy (GLO/FLS), Member States and Funding Relations (GLO/MSR), Special Operations (GLO/SOP), and Investment and Technology Promotion Offices and Institutional Partnerships (GLO/ITP). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of SDG Innovation and Economic Transformation (IET) and the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS).

Under the supervision of the Managing Director of the Directorate of Global Partnerships and External Relations (GLO), the Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions. Within this context, the Division is responsible for determining programmatic priorities for UNIDO's services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels. It facilitates, upon guidance of GLO/FLS, the development of regional strategies, country programmes (including Programmes for Country Partnership - PCPs) and monitors their implementation. The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), also hosting the IDDA III Secretariat; the Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC).

The office driver will be serving in the UNIDO Country Office in Kenya (PFC/RFC/FLD/AFR/KEN), located in Nairobi in the UN Headquarters for Africa (UNON). The Kenya Office is responsible for representing UNIDO in the countries of coverage: Kenya, Eritrea, and South Sudan and for maintaining close relations with all relevant stakeholders. The office is responsible for identifying development priorities and donors’ technical and funding priorities in the countries/regions of coverage, and for supporting, and/or leading when requested, the formulation, implementation and monitoring of technical cooperation projects and programs, including the Programs for Country Partnership (PCPs) and Country Programs (CPs). It is also responsible for coordinating and reporting on UNIDO’s activities in its countries of coverage, and for contributing/ leading (when requested) on the development of strategies and policies to ensure the strategic and programmatic consistency of UNIDO’s work, including of its cooperation with and contributions to the United Nations Resident Coordinator Offices (UNRCs)/United Nations Country Teams (UNCTs)/Common Country Assessments (CCAs)/United Nations Sustainable Development Cooperation Frameworks (UNSDCFs). The Kenya Office is also responsible for strengthening the dialogue with the government, private sector, other UN organizations, bilateral and multilateral assistance providers, including Development Finance Institutions..

FUNCTIONAL RESPONSIBILITIES

Under the direct supervision of the UNIDO Representative (UR)_ in Kenya, the Senior Driver provides reliable and safe driving services ensuring high accuracy of work. The Senior Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

The Senior Driver provides driving services to the UR, the Office and visiting UNIDO Officials as requested. The incumbent shall carry out following main duties.

Drive the UR and authorized people in a safe, secure and reliable manner

• Respect traffic regulations and the rules of the United Nations on driving in the country of the assignment;
• Daily and regularly inspect the condition of the project vehicles. Arrange for the regular professional service maintenance and repair of the UNIDO vehicles. This includes maintaining a high-level of cleanliness and ensuring that oil, water, battery, brakes and tires all meet the authorized safety regulations;
• Log all official travel, daily mileage, gas consumption and oil changes, in an official form and on a timely manner (after each use);
• Search and identify the lowest cost and most reliable source of high quality spare parts and service shops, in order to facilitate the purchasing of the parts;
• Ensure the security and guard the project vehicles;
• Ensure that immediate steps, as required by rules and regulations, are taken in case of involvement in an accident;
• Deliver and collect official mail and other documents as required, ensuring that all deliveries and collections are made in a timely manner;
• Meet official personnel at the airport;
• Facilitate immigration and customs formalities;
• Carry out clerical and administrative assignments as requested;
• Maintain a high level of accuracy and confidentiality in performing clerical and logistical support services;
• Perform any other duties as assigned.

  Education

  Completed secondary education. Driver’s training with a valid driver’s license is required.

  Technical and Functional Experience

  • A minimum of three (3) years of working experience as a driver, is required and at least three of them in the UN or other international organization.
  • Good/safe driving record, is required.
  • Knowledge of driving rules and regulations, and skills in minor vehicle repair, is required.
  • Good knowledge of the area and up-to-date information on current conditions of roads and highways, is required.
  • Proficiency in map reading and land navigation systems, is required.
  • Willingness to travel occasionally also to remoter locations outside of duty station, is required.
  • Experience with providing clerical support, is required.
  • Understanding of office procedures and practices, preferably within the UN system or in a multicultural environment, is desirable.
  • At least two years of experience with driving government officials, other UN staff, or diplomatic staff, desirable.

    Languages

    Fluency in written and spoken English is required. Working knowledge of local languages and another official UN language is desirable.
