CONTEXT

El Salvador aims to enhance environmental monitoring and reporting. Key initiatives include the Observatory of Threats and Natural Resources, the Environmental Library (Biblioteca Ambiental), which includes a climate change module), and the under-development NDC Monitoring System. Recognizing the need for improved transparency, particularly in waste management, El Salvador has mandated the creation of an Integrated Solid Waste Management Information System (ISWMIS). Despite existing systems, data silos and information gaps remain. To address these challenges, El Salvador requires an Integrated Climate Change Observatory System (ICCOS) and a fully functional ISWMIS to support climate action and sustainable development goals.

The Global Green Growth Institute (GGGI), in partnership with the NDC Partnership and the Ministry of Environment and Natural Resources (MARN), is leading a project to conceptually design and develop the ICCOS and ISWMIS. This project will also establish a governance structure to ensure stakeholder participation and ownership of these systems.

Successful implementation of these systems is expected to:

• Enhanced Climate Action: By consolidating climate data, ICCOS will empower policymakers to develop and implement effective mitigation and adaptation strategies, leading to reduced emissions and increased climate resilience.

  • Improved Waste Management: ISWMIS will provide critical insights to optimize waste management practices, increasing recycling rates, reducing landfill reliance, and promoting a more circular economy.

  • Facilitate Knowledge Sharing: Both systems will serve as valuable platforms for learning and knowledge sharing, fostering collaboration and capacity building in climate change and waste management.

    POSITION SUMMARY

    Based in San Salvador, the Global Green Growth Institute (GGGI) seeks a highly motivated and experienced Climate Change Information Systems Senior Associate to proactively support in the design and development of two key information management systems in El Salvador.

    Furthermore, the Senior Associate will be responsible for providing training to relevant stakeholders, including the Ministry of Environment and Natural Resources (MARN), on the effective use and maintenance of these critical information management systems.

    PURPOSE

    The Climate Change Information Systems Senior Associate will play a crucial role in the successful development and implementation of the Integrated Climate Change Observatory System (ICCOS) and the Integrated Solid Waste Management Information System (ISWMIS). This role will involve providing technical expertise in the design and development of the ICCOS, ensuring the mainstreaming of climate change considerations within the design and development of the ISWMIS, contributing to the development of the ISWMIS's Information and Communication Technology (ICT) component, and supporting the development of essential technical documentation, including user manuals, data dictionaries, and system maintenance guides.

    ENGAGEMENT

    Reporting to the GGGI El Salvador Project Manager and secondarily to GGGI's Central America Representative, the Climate Change Information Systems Senior Associate will actively support to:

    • Facilitate workshops and consultations with and for key stakeholders (government, academia, civil society, private sector) to gather input on system design and development.

    • Ensure active stakeholder participation and ownership throughout the project lifecycle.

    • Build and maintain strong relationships with key stakeholders.

    • Develop a stakeholder engagement strategy in collaboration with GGGI and MARN.

    • Collaborate with MARN to develop a proposal outlining the governance and institutional arrangements for the long-term sustainability of the systems.

      DELIVERY

      System Development

      • Provide technical input on the design and development of the ICCOS, including data architecture, quality control mechanisms, and user interfaces.

      • Contribute to the development of the ISWMIS, ensuring its integration with the ICCOS and alignment with national climate action priorities.

      • Develop technical documentation, including user manuals, data dictionaries, and system maintenance guides.

        Data Management

        • Support the development of data collection protocols and quality assurance procedures.

        • Assist in the identification and acquisition of relevant climate and waste management data.

        • Oversee data cleaning, processing, and analysis.

          System Implementation and Monitoring

          • Support the implementation and testing of both systems.

          • Monitor system performance and user feedback to identify areas for improvement.

          • Provide ongoing technical support and maintenance.

            Capacity Building

            • Conduct training workshops on climate change data management, analysis, and visualization for MARN staff and other relevant stakeholders.

            • Provide technical assistance and mentoring to national counterparts on the use and maintenance of the systems.

              Knowledge Sharing

              • Disseminate project findings and lessons learned through workshops, publications, and presentations.

              • Promote knowledge exchange among stakeholders on best practices in climate change information management and waste management.

                REQUIREMENTS

                QUALIFICATIONS

                • (REQUIRED) El Salvadoran citizen or possess a valid work permit for El Salvador.

                • (REQUIRED) Professional with a Master’s or equivalent degree (or higher) in fields relevant to the described position (such as climate science, earth science, environmental engineering, environmental science and management, statistics, geography or any related fields).

                • (REQUIRED) At least 4-5 years of experience in climate change with at least three (3) years in climate information systems, climate transparency, database development, conception, design and implementation of information systems at project, sectoral, or national levels.

                • (REQUIRED) Strong understanding of the concepts of climate change (transparency and information), of green growth and/or sustainable development in the context of developing countries, of sectoral issues and policy and regulatory approaches in developing and emerging countries, and of recent developments and global trends in the area of specialization.

                • (REQUIRED) Experience in quantitative data analysis, and the ability to produce compelling insights from the analysis of issues related to climate change.

                • (REQUIRED) Ability to produce deliverables with minimal supervision.

                • (REQUIRED) Fluency or at least good in written and spoken English.

                • (DESIRED) Experience in international organizations working with developing countries is a plus.

                • (DESIRED) Proven experience leading or supporting project delivery, i.e. managing/supporting the delivery of results on time and on budget.

                • (DESIRED) Willingness to travel frequently as part of project implementation.

                • (DESIRED) Experience in designing and implementing capacity building activities aimed at enhancing country capacity to measure (monitor), report, verify and model future pathways for GHG emissions.

                      WORKING CONDITIONS

                      The Climate Change Information Systems Senior Associate is an X7 grade on the GGGI’s El Salvador salary scale. The salary range for the position starts at USD 30,951 per annum, and is determined based on the candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary for a retirement plan/long-term savings plan, 27 days of annual leave, and private medical insurance with dental and vision coverage.

                      The successful candidate will be appointed to this project position for an initial term of twelve (12) months. The appointment may be extended contingent upon project opportunities and funding availability.
