CONTEXT

El Salvador aims to enhance environmental monitoring and reporting. Key initiatives include the Observatory of Threats and Natural Resources, the Environmental Library (Biblioteca Ambiental), which includes a climate change module), and the under-development NDC Monitoring System. Recognizing the need for improved transparency, particularly in waste management, El Salvador has mandated the creation of an Integrated Solid Waste Management Information System (ISWMIS). Despite existing systems, data silos and information gaps remain. To address these challenges, El Salvador requires an Integrated Climate Change Observatory System (ICCOS) and a fully functional ISWMIS to support climate action and sustainable development goals.

The Global Green Growth Institute (GGGI), in partnership with the NDC Partnership and the Ministry of Environment and Natural Resources (MARN), is leading a project to conceptually design and develop the ICCOS and ISWMIS. This project will also establish a governance structure to ensure stakeholder participation and ownership of these systems.

Successful implementation of these systems is expected to:

  • Enhanced Climate Action: By consolidating climate data, ICCOS will empower policymakers to develop and implement effective mitigation and adaptation strategies, leading to reduced emissions and increased climate resilience.

    • Improved Waste Management: ISWMIS will provide critical insights to optimize waste management practices, increasing recycling rates, reducing landfill reliance, and promoting a more circular economy.

    • Facilitate Knowledge Sharing: Both systems will serve as valuable platforms for learning and knowledge sharing, fostering collaboration and capacity building in climate change and waste management.

      POSITION SUMMARY

      Based in San Salvador, the Global Green Growth Institute (GGGI) seeks a highly motivated and experienced Climate Change Information Systems Senior Associate to proactively support in the design and development of two key information management systems in El Salvador.

      Furthermore, the Senior Associate will be responsible for providing training to relevant stakeholders, including the Ministry of Environment and Natural Resources (MARN), on the effective use and maintenance of these critical information management systems.

      PURPOSE

      The Climate Change Information Systems Senior Associate will play a crucial role in the successful development and implementation of the Integrated Climate Change Observatory System (ICCOS) and the Integrated Solid Waste Management Information System (ISWMIS). This role will involve providing technical expertise in the design and development of the ICCOS, ensuring the mainstreaming of climate change considerations within the design and development of the ISWMIS, contributing to the development of the ISWMIS's Information and Communication Technology (ICT) component, and supporting the development of essential technical documentation, including user manuals, data dictionaries, and system maintenance guides.
