OBJECTIVES OF THE ASSIGNMENT

The Green Climate Fund (โ€œGCFโ€ or the โ€œFundโ€) is a financing mechanism of the United Nations Framework Convention on Climate Change (โ€œUNFCCCโ€) and was established to provide financial support so that countries like Dominican Republic can reach its emission reduction targets. In 2017, GGGI and GCF signed a strategic partnership, aimed to leverage GGGIโ€™s embedded presence with partner governments to support countries access Readiness and Preparatory Support Grants. As Delivery Partner of the GCF, GGGI is committed to building local capacities in the country to access GCF resources.

Dominican Republicโ€™s National Designated Authority (NDA) is the Ministry of Environment and Natural Resources (MMARN), and the focal point representing the NDA is the Deputy Ministry of Sustainability and Climate Change. The NDA coordinates closely with the main government entities and the two nominated Direct Access Entities (DAEs) to ensure funding complementarity when accessing international and national green funds. It also coordinates with relevant entities to ensure project alignment with the countryโ€™s national priorities and commitments.

DELIVERABLES AND PAYMENT SCHEDULE

The NDA Assistant will report to the Dominican Republic Program Manager and collaborate closely with the Director of Financial Mechanisms and Portfolio Management of the Ministry of Environment and Natural Resources.

Based on the above, the scope of work of this consultancy includes at least the following aspects:

Support coordination of regular engagement between the Ministry of Environment, and other stakeholders to actively participate to the implementation of the GCF Readiness.

Coordinate regular engagement between the NDA and other relevant government institutions to support effective engage of GCF Readiness activities.

Maintain ongoing communication with key stakeholders to keep them informed of the GCF Readiness progress.

Support the NDA to identify and seek out synergies with other GCF readiness and donor-funded initiatives that may provide data, inputs and lessons learned for the National Climate Finance Strategy.

Assist the NDA to develop presentations, communication

Assist the NDA to follow-up issues that could occur between the NDA and other stakeholders related to the National Climate Finance Strategy.

Support the NDA's communication with the members on matters related to the GCF Readiness, climate funds and other stakeholders, including the following:

Management of the email account of the NDA.

Management of the permissions and user accounts of the NDA systems within the Ministry of Environment.

Preparation of PowerPoint presentations to support the NDAโ€™s participation in meetings and public interventions.

Receipt of documents and management of signature processes for the NDA, in cases related to climate fundโ€™s portfolio.

Provide logistical and administrative support related to NDA and GCF Readiness engagements, including:

Coordination with local consultants, including follow-up meetings and coordination of the deliverables calendar.

Coordination of the NDAโ€™s travel arrangements, flight bookings, hotel reservations, and e-ticket issuance for official travel.

Follow up on participation processes by the NDA in training courses and capacity building activities.

Drafting of meeting minutes and technical notes for meetings, including editorial review and style corrections of Readiness deliverables.

Provide on-demand technical and coordination support to the development of Readiness deliverables per request by GGGI and NDA.

EXPERTISE REQUIRED

Bachelor's degree in management, economy, environmental sciences, statistics, project management, or other related disciplines in environment and/or management.

Courses, seminars or diplomas in climate finance, development economics, international development, or other related disciplines related to green growth and green/climate change investment.

At least 4 years of relevant professional experience with an emphasis on working with both public and private sector stakeholders as well as budget and program execution, preferably in developing countries.

Experience in workshop preparation to engage stakeholders in projects funded by sustainable development and/or climate change funds (such as Green Climate Fund);

Experience working closely with government and non-government stakeholders, particularly in developing countries, and with intergovernmental organizations (IOs) is a plus.

Excellent writing, analytical, organization, and communication skills.

Fluency in Spanish and English is required.
