    Organizational Setting and Reporting Relationship

    The position of Associate Project Analyst is assigned to the PRC Resident Mission (PRCM) within the East Asia Department (EARD). You will be based at our Resident Mission Office in People's Republic of China.

    You will report to designated International Staff (IS) and Senior National Staff (NS).

    Your Role

    As an Associate Project Analyst, you will provide administrative and analytical support to portfolio management and project administration in general.

    You will:

    Work on all or a combination of the following transactions, depending on the assignment from supervisor(s):

  • Monitor implementation of the assigned loan, technical assistance (TA) projects, analyze the actual awards and disbursements against the targets, compile related data/statistics, follow up with the executing agencies (EAs) on their outstanding obligations, draft internal memorandums such as change in scope, implementation arrangements, extension of closing dates, letters to the EAs, project/TA completion reports, and maintain accurate filing of projects documentation in compliance with ADB's filing requirements.
Compile statistical data on projects/TAs and process such data into meaningful reports for inclusion in the RM's portfolio review papers including those for country/provincial project review meetings. Participate in several missions, and provide independent support in reconciling project accounts, familiarizing EAs with ADB's project administration procedures and complying with loan and grant covenants, assisting EAs in preparing various reports and applications. Help process disbursements for assigned projects by reviewing withdrawal applications for compliance with project and grant agreements, handle data input for assigned projects in Integrated Disbursement System (IDS), Oracle based eOperations (eOps) and Sovereign Operations System (SovOps). Review and process procurement and consulting services transactions, contract modifications and handle data input for the Procurement Review and Consultant Management System (PRS, CMS). Assist teams in translations/interpretations, provide backup support for other analysts in exercising administrative coordination and support with oversight from the Supervisor or project team leader, perform any other tasks as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in relevant fields At least 5 years of relevant professional experience Familiarity with assigned transactions, areas of analysis and research, which have well-defined scope and steps Knowledge of various stages of the project cycle including procurement, contract administration, and progress reporting Knowledge of portfolio management and/or portfolio analysis Written and verbal proficiency in English and local language Sound knowledge of Microsoft Office 365 suite and common word-processing, spreadsheets and graphics software Please refer to the link for ADB Competency Framework for Administrative Staff TL3

Additional Information

This opening is a local staff position. It is open only to nationals and residents of Beijing, People's Republic of China.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
