Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned to the Afghanistan Resident Mission (AFRM) within the Central and West Asia Department (CWRD). You will be based at our resident mission in Kabul, Afghanistan.
You will report to the designated International Staff and local officer.
Your Role
As an Associate Project Officer, you will contribute to AFRM in the management and administration of the Afghanistan Infrastructure Trust Fund (AITF), coordination with other aid agencies including non-governmental organizations (NGOs), information dissemination, knowledge product pipeline monitoring, coordination with relevant departments of ADB, and processing and administration of relevant technical assistances (TAs).
You will:
- Support the Country Director (CD) and Country Operations Head (COH) in the operation and management of the AITF including: (i) reviewing and reconciling periodic financial records, and preparing ad-hoc financial reports as needed; (ii) preparing regular AITF progress reports, (iii) arranging AITF steering committee meetings and other meetings with donors, and other internal and external stakeholders; (iv) coordinating with existing and potential AITF donors, including preparations of responses to stakeholders' information requests; (v) coordinating with ADB team members of AITF-financed projects and other relevant departments/ units; and (vi) handling other AITF-related tasks.
- Coordinate with the Operations/ Portfolio Management Unit of AFRM and project teams, monitor remaining balances of AITF-financed project funds, and support relevant AFRM international staff for discussing, arranging and processing funds return to relevant AITF-donors, if required.
- Work with CD and COH for potential AITF reform and revisions and preparation of updated AITF documents like regulations and operations manuals.
- Take the lead in processing and administration of TAs relevant to the position's responsibilities, when assigned. Take also lead in preparing TA completion reports for the assigned TAs.
- Provide inputs to the formulation and implementation of AITF-financed projects including technical design, funds flow, cost estimates, and other project design, by liaising with ADB project teams, relevant ADB departments, AITF donors, and other stakeholders, to ensure project design and implementation are in line with AITF guidelines and requirements.
- Provide inputs also to fact-finding missions, project review missions, portfolio review meetings, project completion reports and other technical and administrative matters related to AITF-financed projects.
- Support CD and COH for coordination with donors, international partner agencies, NGOs, and other stakeholders to collect information, and explore harmonization and/or potential implementation partners in Afghanistan to support the Afghan people. Assist the Sector Departments and project teams to communicate and coordinate with NGOs, and donors.
- Support CD, COH, project teams, and other AFRM staff for information dissemination, knowledge product document preparation, and ADB's periodic publication preparation in coordination with the Department of Communications and Knowledge Management.
- Monitor knowledge product pipeline liaising with the DOCK.
- Perform other duties as assigned by supervisors.
Qualifications
You will need:
- Bachelor's degree, preferably master's degree, in civil engineering, economics, business administration or other relevant disciplines preferably with advanced training.
- At least five years of relevant professional experience, including work on externally funded project formulation, implementation, or administration; exposure to infrastructure projects; and familiarity with trust fund management (ideally with accounting experience)
- Experience applying expertise in an international setting.
- Detailed-oriented, meticulous, and good with figures/numbers/data.
- Strong verbal and report writing skills in English.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Afghanistan.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
