Organizational Setting and Reporting Relationship
The position of Senior Operations Specialist is assigned to the Operations Coordination Unit (PAOC) within the Pacific Department (PARD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
PARD is responsible for strategic planning, programming and delivery of ADB sovereign and non-sovereign operations in the Pacific region including investment projects and program and technical assistance to 14 developing member countries in the Pacific region including Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Marshall Islands, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. PAOC supports PARD Management in country and regional strategy and planning, annual departmental work planning and resource allocation, portfolio and results management, monitoring and reporting on operational priorities, as well as knowledge management, communications, and capacity building at the regional level.
You will report to the Regional Head, Operations Coordination Unit, PAOC, and will oversee junior team members.
Your Role
As a Senior Operations Specialist, you will initiate and lead PARD's knowledge and capacity building activities and act as the PARD focal point for coordinating with the Department of Communications and Knowledge Management (DOCK). You will actively support and/or lead PARD teams on country partnership strategy formulation, quality assurance of projects and technical assistance, and overall portfolio and results management.
You will:
- Lead the corporate knowledge management systems initiatives within PARD and ensure requirements are fulfilled for: knowledge identification, storage, sharing via corporate tools (e.g. SharePoint, case studies, lessons learned seminars).
- Guide and lead knowledge capturing activities that are important for ADB's internal knowledge management system (lessons learned, case studies) and for business development (showcasing as briefs, project stories, multimedia materials).
- Coordinate knowledge activities for the regional work program across sector, thematic, and country teams.
- Contribute to ongoing, initiate new, and lead PARD's capacity development programs for Pacific DMCs to improve development outcomes from ADB projects (in close coordination with field offices and sector/thematic offices).
- Lead PARD's coordination with Department of Communications and Knowledge Management on Pacific communications and knowledge management plans and activities.
- Initiate and implement strategies in coordination with PARD field offices to ensure adequate stakeholder communication mechanisms are established for ADB-financed projects, including projects signage.
- Lead processing and administration of technical assistance to support innovative and demand-driven knowledge and capacity development initiatives.
- Prepare briefs for PARD Management on strategic priority areas for reporting to ADB Management and Board constituencies.
- Support and/or lead formulation of country partnership strategy, contribute to operational quality assurance by critically reviewing operational documents for approval by PARD or higher authorities, providing inputs to projects, programs, and technical assistance as necessary.
- Supervise assigned staff, providing clear directions and regular monitoring and feedback on performance.
Qualifications
You will need:
- Master's degree or equivalent in social sciences, law, economics, business administration, communications, or related fields; or university degree in related fields with at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years work experience in institutional development work with international development and/or government institutions. Meaningful experience in the Pacific countries will add favorable consideration.
- Experience in knowledge and capacity building activities; familiar with programming and quality assurance
- Evidence of successfully managing highly demanding environments, diverse teams, challenging or capacity-constrained clients.
- Proficiency in both verbal and written English, ensuring well-structured documentation.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
