Background

National Energy Strategy, contributing to energy security and independence, supporting a green recovery and transition of the energy sector, promoting decarbonisation and facilitating further synchronisation with the EU energy markets.ย 

The Programme expands the scope of UNDPโ€™s engagement in supporting reconstruction and recovery of the energy system, building on the partnerships, results and lessons learned under the multi-donor funded project โ€œWinterization support to Ukraineโ€. In line with the priorities of UN Ukraine Transitional Framework 2023 and UN Winterization plans of 2022-2023 and 2023-2024, UNDP is herein providing immediate and emergency support to the national and local governments to repair energy infrastructure in order to provide critical basic services to the population in war-affected areas.

The Green Energy Recovery Programme will contribute to distributing generation sources throughout the country and decentralizing the power system while increasing the share of renewable energy sources in an effort to contribute to gradually reducing coal generation, in line with Ukraineโ€™s national commitments in reducing Co2 emissions. This will have significant positive impact on peopleโ€™s access to energy from decentralized renewable energy capacities, economic empowerment, improved public governance of the energy sector, and decreased pollution rates. Outputs under the key objectives will thereby contribute to implementation of Ukraineโ€™s nationally determined contributions (NDCs) towards the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC), in the effort for global reduction of greenhouse gas emissions.

Sustainable energy solutions provided through the pilot projects aligns with the UNDP nexus approach, contributing to risk reduction and increasing resilience of sub-national energy systems in war-affected communities in Ukraine. By increasing energy supply in the medium term and contributing to decentralization of the energy system, the proposed Programme will furthermore reduce pressure on humanitarian aid for heat, water, and sanitation services, all which depend on electricity supply, in the war affected areas and reduce the vulnerabilities of the energy systems.

In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Anti-Corruption Analyst who will provide technical support on anti-corruption activities and other activities related to the Programme.

Duties and Responsibilities

The incumbent is expected to perform the following tasks:

I.ย ย ย ย  Provide general Project support:

Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between donors and UNDP; Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities.ย 

II.ย ย ย  Coordinate, monitor and report on progress in implementing Project related anti-corruption activities:

Verifying individuals, officials and owners of corporate rights of legal entities for sanctions applied to them, such as a ban on public procurement of goods, works and services in accordance with the Law of Ukraine โ€œOn Sanctionsโ€, as well as sanctions applied by the following organizations: the UN sanctions list, EU sanctions, OFAC sanctions of the US Department of the Treasury (SDN list), sanctions of the National Security and Defense Council of Ukraine and the relevant Sanctions of the UK;Monitoring of bankruptcy proceedings, criminal proceedings regarding โ€œprohibited behaviorโ€ of individuals, officials and owners of corporate rights of legal entities, as well as assessment of their potential impact on the fulfillment of obligations by an individual/legal entity; Monitoring of the Unified State Register of Court Decisions in order to identify court decisions that may have a negative impact on the contractorโ€™s performance of contractual obligationsย โ€“ involving large sums of money or corporate rights, seizure of accounts or property; the purpose of such monitoring is to identify data that contribute to an objective assessment of the contractorโ€™s reliability and capacity; Monitoring of contractors regarding violations of the legislation on protection of economic competition, such as distortion of bidding results and imposition of fines based on information from the โ€œConsolidated Information on Decisions of the AMCU Bodiesโ€; Provide consultative support to the client and contractors in the development and implementation of relevant anti-corruption activities; Contribute to the monitoring and assessment of corruption, fraud, money laundering and other related risks; Contribute to the organize action around mitigating and proactively managing risks of cooperation with contractors; Design and deliver capacity development inputs, training, seminars, briefings and workshops to the client and contractors on anti-corruption issues as necessary; Identify and summarize the best practices and success stories of anti-corruption activities in sub-projects implementation, as well as existing issues, synthesize the lessons learned and develop recommendations on areas of improvement to present to the client and contractors; Promote conflict sensitivity, human rights, and gender equality approaches; Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles; Implement best practices and innovations to enhance efficiency and effectiveness; Participate in relevant working group meetings and share information with partners; Undertake field site visits to monitor the implementation. Contribute to strengthening strategic communication and outreach to the regional and local authorities by developing anti-corruption guidelines and participating in the outreach activities on anti-corruption based on corporate principles of gender-responsive communication and non-discriminatory language;ย  Contribute to the selection processes of projectโ€™s contractors and regularly oversee, supervise and monitor their work and delivery of assignments in a gender-responsive result-oriented manner (training, seminars/workshops, surveys, data collection, etc.), as well as coordinate their work in target regions, and ensure that the budget allocated for relevant activities is efficiently and properly utilized;

III.ย ย  Establish partnerships and ensure efficient and effective delivery of the Project:

Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the activities; Prepare supportive documents in line with Project objectives and tasks; Closely work with respective governmental organizations to ensure the component activities are implemented on timely and efficient manner; Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional levels for mutually reinforcing impact; Develop the professional platform for networking and partnership building with the national and local authorities, non-government, private sector and international development organizations or projects; Contribute to preparation and implementation of the Project communications strategy and plan; Ensure full compliance of project activities with UNDP rules, regulations, and procedures, including those aimed at advancing gender equality; Prepare sections of the project reports, including progress and annual reports, as well as ad-hoc technical reports; Review norms and normative, certification and other requirements (esp., environmental, energy efficiency) in case selected projects require obtain permissions and construction certificates, other permitting documentation, as required.

Education:

Advance university degree (Masterโ€™s degree or equivalent) in Law, Finance, Economics, Public Management, Business Administration, Social Sciences, or other related fields is required. A first-level university degree (Bachelorโ€™s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Masterโ€™s degree.

Experience:

Minimum 2 years (with Masterโ€™s degree) or 4 years (with Bachelorโ€™s degree) of proven experience in analysis and research in the field of anti-corruption, law, public policy, monitoring government performance or implementing anti-corruption initiatives,ย or other related areas.

Required skills:

Sufficient usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages. Familiarity with the relevant Ukrainian national laws and procedures.

Desired skills:

Demonstrated expertise in addressing anti-corruption issues, aligned with gender-responsive research methodologies shall be considered an asset. Experience working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an advantage. Experience in preparation of progress and annual project reports on anti-corruption issues is desirable. Experience in monitoring open sources of information shall be considered an asset. Experience in quality assurance and anti-corruption monitoring of project activities would be an advantage.

Required Language(s)ย :

Fluency in English is required. Fluency in Ukrainian is required for local staff.
