Context:
Established in 1951, the International Organization for Migration (IOM) is a related organization of the United Nations (UN), and as the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families, and their communities.
Throughout the years, IOM has gained expertise and capacity to address national and regional migration issues. Its collaboration network covers a wide range of stakeholders, including but not limited to ASEAN Member States, IOM regional Country Offices, governmental and non-governmental institutions of Indonesia, etc. The working scope of IOM has several thematic areas such as counter- trafficking and protection, disaster climate and resilience, immigration and border governance, labour mobility and social inclusion, refugee care and assistance, resettlement and assisted voluntary return and reintegration.
Under the overall supervision of the Deputy Chief of Mission in Jakarta and direct supervision of the Programme Coordinator; and, in collaboration with relevant units and IOM Country Offices in ASEAN region, the National Project Officer will be responsible and accountable for managing the implementation of programme activities, including engaging ASEAN institutions, Member States and all relevant partners, in the area of disaster risk reduction, climate resilience and disaster preparedness. The National Project Officer will actively support IOM to identify opportunities to develop its climate resilience portfolio in the region.

Responsibilities and Accountabilities
In close collaboration with the Programme Coordinator (DCR), coordinate and monitor the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donorโs requirements; Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts, especially with Asean member states; Ensure effective information management, internal reporting, information exchange with the team and the supervisor. Raise issues of relevance to the Unit and the Mission objective; Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures;ย Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.; Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements; Support and contribute to the development of relevant initiatives and activities engaging ASEAN and partners communities closely working with the relevant units; Perform other related duties as required.Required Qualifications and Experience
EDUCATION
Bachelorโs degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Masterโs degree in the above-mentioned fieldsEXPERIENCE
Experience in engagement with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations, especially with ASEAN institutions or Member States to facilitate and coordinate IOM activities with stakeholders.ย Experience in working on multi-stakeholdersโ programme implementation and partnership building. Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Good knowledge of Indonesia or regional disaster risk reduction, humanitarian response, climate resilience, migration and displacement issues. Experience on programme development in the context of climate change adaptation, labour migration, internal migration and displacement SKILLS Strong liaison and networking skills in a multi-cultural environment with ASEAN institutions, governments, donors, UN, INGOs/NGOs and community representatives. A high level of personal commitment, efficiency, flexibility, drive for results, respects for diversity, creative thinking. Ability to establish priorities and undertake assigned tasks with minimum supervision and maintain composure under pressure.
