GENERAL INFORMATION
Title: Water Management Consultant / Water Disaster Management Consultant Project: Strengthening Climate Resilience through the Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia Duty Station: Tashkent, Republic of Uzbekistan (with possible travels to the Ferghana Valley regions) Contract Duration: 15 September 2025 - 15 May 2026 (8 months) Consultant Level: Individual Consultant 3 Total Fees: USD 20.000** Preferably, the consultant should be an Uzbek national or based in the Republic of Uzbekistan. For non-nationals, the ideal candidate would be someone with extensive experience living in Uzbekistan or other Central Asian country, possessing strong proficiency in the local language (Uzbek and/or Russian) and English, and a deep understanding of the local context, particularly in the areas of flood and drought management within Central Asia.
PROJECT BACKGROUND
The Republic of Uzbekistan became the member of GGGI in March 9, 2019. Since then, the Government of the Republic of Uzbekistan has signed a Host Country Agreement with GGGI in May 25, 2021, and Memorandums of Understanding (MOU) for GGGI to cooperate with the Ministry of Ecology, Environment Protection and Climate Change .
GGGI, in collaboration with Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan and its affiliated agency of Uzhydromet, Ministry of Water Resources, as well as other national partners, is implementing the project โStrengthening Climate Resilience through Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia (2024-2027)โ (โthe Projectโ, hereafter). This regional Project is funded by the Ministry of Environment of the Republic of Korea and implemented in partnership with a Korean partner the Asia Water Council (AWC)/K-Water.
The overall objective of this Project is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of the Kyrgyz Republic and Uzbekistan through integrated and effective landslide and flood management techniques. This project involves the following components: (1) assessment of disaster risk management policies related to water; (2) integration of innovative smart technologies on water resource management; (3) capacity building at the local level for disaster risk reduction; and (4) large-scale investment mobilization for disaster risk reduction measures. This consultancy will focus on contributing to the first and second components while laying the foundation for the succeeding components.
During discussions with relevant local government authorities, a pilot project site was identified in the Andijan region of the Republic of Uzbekistan, specifically in Khanabad district. Accordingly, the Khanabad District has been designated as the pilot project area for this assignment (conducting CRGG assessment) at the local level.
OBJECTIVES OF THE ASSIGNMENT
In collaboration with the GGGI staff in the country of the Republic of Uzbekistan, the consultant is assigned to the GGGIโs Uzbekistan Country Office and will be based in Tashkent. S/he will mainly support the Project by providing technical inputs in coordination with the Uzbekistan country team, the project team in Kyrgyzstan, and other technical consultants. S/he will also support and explore GGGIโs sectoral water and disaster risk portfolio in Uzbekistan Republic, and act as the organizationโs focal point for issues related to water resources, flood and drought management, and hydrology of extreme hydrological events in Uzbekistan Republic and other neighboring countries in Central Asia.
The Water Management Consultantโs primary goal is to ensure the delivery of quality outputs under the Flood and Drought Management projectthat align well with demands and priorities of the government and local stakeholders.The consultant should closely collaborate with the GGGI staff in Tashkent and project consultants (for Climate Resilient Green Growth assessment, gender assessment, and Climate Risk Vulnerability Assessment) as well as project team and regional PM in Kyrgyzstan. S/he will have the opportunity to affect real change and impact on the national water and flood management and climate resilience agenda of the Uzbekistan Republic and the Central Asian region.
This requires knowledge and expertise in water resources management, hydrology, stormwater management, meteorological and hydrological infrastructure and socio-economic aspects of this infrastructure, with links to climate change mitigation and adaptation.
DELIVERABLES AND PAYMENT SCHEDULE
Within the duration of the assignment, the consultant is expected to provide technical support and coordinate with the project team and relevant local stakeholders.
Under the direct guidance of the Uzbekistan Country Representative, Regional Project Manager based in Kyrgyzstan and in close collaboration with and GGGIโs experts and implementing partner (AWC/K-Water), the consultant shall be responsible for the following tasks and deliverables:
Support the overall implementation of the Project of Uzbekistan including technical / strategic oversight and engagement with counterpart governments, partner agencies and other stakeholders. Conduct in-depth research of existing guidance or mechanism on flood risk response and develop recommendations for further improvement with development of draft of guidance for flood risk response for local community and government agencies. Provide technical inputs for Climate Resilient Green Growth (CRGG)/gender assessment and action plan which are currently being finalized by CRGG and gender consultants (Component 1) and ensure key findings and recommendations from the assessment are incorporated in the design of early warning systems for water-related disasters which will be delivered by AWC/K-Water (Component 2) Support in ensuring the quality of the Climate Risk Vulnerability Assessment (CRVA) delivered by a consulting firm and ensure quality outputs. Actively support and engage in technical design and installation of CCTV and ensure smooth integration into the existing early warning system (Component 2) led by GGGIโs implementing partner, AWC/K-Water. Provide comprehensive analysis of the current situation related to the flood and drought management risks, and draft policy recommendations or concept notes for new project proposals, for instance to address the following issues (indicative):- development of a single web-platform (or create modules in the existing online platforms) to exchange real time information and data among relevant public entities, including Uzhydromet, Ministry of Water resources and Ministry of Ecology in Uzbekistan;
- enhancement of the interaction, communication and timely exchange of information with the Kyrgyz counterparts, this could be done through accessing the real time data on water speed and amounts in the rivers in the upper streams, as well as installing relevant equipment in such areas;
- improve communications and strengthen water diplomacy with the Kyrgyz partners to enable preventive actions against multiple ecological risks, including the threats caused by radiation and chemical pollution of water through rivers and channels, water safety and quality issues;
- reviewing the regulatory documents including bilateral agreements and obligations to provide necessary information and data by Kyrgyz counterparts. Since 2022, Uzbekistan and Kyrgyzstan have mutually agreed on several territorial and water sharing issues, however there might be a strong need to establish proper collaboration and communication, real time exchange of data between the relevant agencies of two countries;
Identify institutional and capacity gap and needs of government entities in managing hazardous flood and/or mudslide damage and risks to develop necessary policy measures and/or capacity development programs. Explore new partnership and project opportunities in the water and flood management sectors, including engagement with new and prospective clients and partners, including with UzCosmos agency under the Ministry of digital technologies, Ministry of Water Resources and others. Also, maintain and strengthen the current ongoing partnership with Uzhydromet under the Ministry of Ecology, Environmental Protection and Climate Change and Ministry of Emergency situations. Engage and lead GGGIโs national and provincial water resources management work from a variety of angles, including policy, planning, regulation, facility development, operation and capacity development, as required by portfolio projects. Ensure synergy and alignment of GGGIโs water and flood management portfolio with the Government of Uzbekistan Republicโs strategies, targets and directions.Tasks

Provide technical review inputs and recommendation to the Climate Risk and Vulnerability Assessment (CRVA) including all relevant technical papers, reports, datasets, and outputs prepared throughout the assignment, with a focus on detailed flood propagation models and impact-based forecasting models.
Ensure the overall quality, consistency, and scientific robustness of the CRVA developed by the consulting firm, including methodologies, data interpretation, and conclusions.

EXPERTISE REQUIRED
5+ years relevant experience in the national context with a Masterโs degree in social or technical sciences such as water management, hydrology, environment engineering or climate management, or equivalent combination of relevant education and experience; Experience in engaging with and/or working for the government entities for the development of policies and strategies and/or capacity building in the field of water/disaster management; Experience in working with technical/engineering companies on water management, climate change and environmental issues will be a plus; Experience in the generation, use of application of hydro-meteorological information and services to national or regional development will be a strong asset; Exceptional coordination and communication skills in building productive working relationships with colleagues, field offices, stakeholders, and government partners; Strong analytical and problem-solving skills including proven experience in the preparation of written technical reports and proposals in an accurate and concise manner; Good knowledge of monitoring and evaluation systems on water and flood management within a performance-based management context is considered as an asset; Fluency in written and spoken English, Russian and/or Uzbek is required; A candidate must be legally authorized to work in Uzbekistan.
