5 Steps to get a job in the United Nations

I. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

The UN Women Country Programme in Brazil is implemented in line with the national development priorities, as well as in the framework of the international commitments to gender equality and empowerment of women, as well as the UN frameworks and instruments on Human Rights, of which Brazil is signatory, such as the CEDAW, CERD, Beijing Platform for Action, Durban Action Plan, Agenda 2030, as well as the UN Security Council Resolutions on Women, Peace and Security. It is aligned with the United 
Nations Sustainable Development Partnerships Framework. The UN Women Country Office in Brazil focuses on three key areas:

1) Women lead, participate in, and benefit equally from governance systems.
2) Women have income security, decent work, and economic autonomy.
3) All women and girls live a life free from all forms of violence.

Thirty years after its adoption, the Beijing Declaration and Platform for Action remains a transformative framework for achieving gender equality, the empowerment of all women and girls, and the full enjoyment of their human rights. While there have been important advances in some areas, persistent structural barriers prevent the full achievement of gender equality. Women and girls who experience multiple forms of discrimination, including based on age, class, disability, race, ethnicity, sexual orientation 
gender identity or migration status have made the least progress.

In Brazil, women and girls, especially those facing multiple forms of discrimination, remain largely excluded from decision-making, public and political life and do not fully benefit from gender-transformative governance due to structural inequalities and compounded gender, race, ethnicity, age, and ableism discrimination and harmful social norms. These patterns materialize as (i) discriminatory laws, policies, and practices, coupled with ineffective and insufficient policy responses often based on stereotypes;
(ii) inconsistent law enforcement and insufficient funding allocated to the realization of women’s and girls’ rights. The UN Women Brazil Country Office collaborates with the government and with civil society organizations to provide high-quality integrated policy, normative and capacity-building support, promote democratic spaces for the engagement of diverse women’s groups and foster civil society participation in decision-making. Key interventions include (i) capacity building of civil society and state actors
on gender, race and ethnicity-responsive governance; (ii) convening spaces in new areas of incidence – such as environmentalpolicies, renewed strategies and decision-making processes; (iii) social mobilization and evidence-based advocacy and decisionmaking to address historical and structural inequalities (iv) facilitation of inter-parliamentary platforms on women’s human rights, leadership, elimination of political violence against women in politics (VAWP). 

Reporting to the Deputy Head Programme, the Programme Analyst provides programme support to the effective management of UN Women programmes and projects in the Brazil Country Office by contributing to the programme and project design, formulation, implementation and evaluation. The Project Analyst supports the delivery of the UN Women Brazil Country Office Programme by acting as project manager for the delegated projects, analyzing results achieved during implementation and supporting the appropriate application of systems and procedures. She supervises associates and assistants of projects assigned to her. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ and Regional Office staff, UN System partners, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

II. Scope of Work

1. Contribute technically to the development of programme strategies in the area of Gender-Responsive Governance, Women’s Leadership and Participation

Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to responsive Gender-Responsive Governance, Women’s Leadership and Participation

2.  Provide technical support for the implementation and management of the Gender-Responsive Governance, Women’s Leadership and Participation programme

Provide inputs to the annual workplan and budget as required;  Coordinate and monitor the implementation of programme activities;  Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;  Review and coordinate the submission of implementing partner financial and narrative reports;  Train partners on Results-Based Management 

3. Provide technical assistance and capacity development support to project/programme partners

Provide technical support to and technically oversee the implementation of programme activities with partners;  Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/project 

Monitor progress on programme activity, results and indicators;  Monitor the implementation of proposals by responsible partners;  Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5. Provide technical inputs to the management of people and finances of Gender-Responsive Governance, Women’s Leadership and Participation programme 

Monitor budget implementation and programme activity expenditures and perform budget revisions when required;  Provide inputs to financial reports;  Oversee the work of Programme Associates and Assistants as needed.

6. Contribute to building partnerships and resource mobilization strategies

Provide inputs to resource mobilization strategies; analyze and maintain information and databases; Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor 
profiles.

7. Provide technical inputs to inter-agency coordination on Gender-Responsive Governance, Women’s Leadership and Participation to achieve coherence and alignment of UN Women programmes with other partners in Brazil

Provide technical support to the Representative and Deputy Representative on inter-agency coordination-related activities by providing inputs to background reports and briefs. 

8. Provide inputs to advocacy, knowledge building and communication efforts

Provide technical inputs to background documents, briefs and presentations related to Gender-Responsive Governance, Women’s Leadership and Participation;  Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;  Provide inputs to the development of knowledge management products on Gender-Responsive Governance, Women’s Leadership and Participation

9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities
The incumbent may be requested to supervise programme/project assistants and associates (PPSA-6 and 7). S/he will also supervise affiliate personnel (consultants).

IV. Minimum Qualifications

Education and Certification:

Post-Graduation Stricto Sensu (Master’s degree) in social sciences, human rights, gender/ women’s studies, international development, or a related field, is required.  A first-level university degree in combination with six additional years of qualifying experience may be accepted in lieu of the advanced university degree.  A project/programme management certification would be an added advantage.

Experience

At least 2 years of progressive work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building are required. Experience in the Gender-Responsive Governance, Women’s Leadership and Participation area is desirable. Experience in South-South Cooperation is desirable. Experience coordinating and liaising with governmens agencies and/or donors is desirable. Experience leading and coaching staff is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable

Languages 

Fluency in Portuguese is required. Fluency in English is required.  Knowledge of Spanish is desirable
