Among the 10 UN Women offices present in West and Central Africa (WCARO), UN Women Senegal is based in Dakar, Senegal, and works with the government, civil society organizations (CSOs), other UN agencies and the private sector to help achieve gender equality and women's empowerment in Senegal.
Based on UN Women Senegal's strategic note 2024-2028, the organization focuses its efforts on the following key themes:ย i) governance, leadership, and women's political participation; ii) women's economic empowerment and iii) the elimination of violence against women and girls; iv) women, peace, security and security action. In addition to these thematic areas, within the framework of the United Nations Development Assistance Framework (UNDAF) 2019-2023, the UN Women office plays a leading coordination role within the UN country team in Senegal about gender mainstreaming issues.
Under the overall supervision of the Regional HR Business Partner, the Human Resources Analyst is responsible for implementation of HR strategies and polices to ensure compliance with UN Women rules and regulations.ย The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale. They will work closely with Programme and Operations within the Regional Office, Country Offices and other presences, to provide effective human resources management.
Scope of Work:
Implement HR strategies and policies in compliance with HR activities, UN rules and regulations, UN Women policies, procedures and strategiesย
Monitor and analyze corporate HR strategies and policies, assessing the impact of changes and making recommendations on their implementation. collect information on conditions of service, salaries, allowances and other policy matters in the Region. Develop measurement indicators, and report on results. Conduct HR business processes mapping and establish internal Standard Operating Procedures (SOPs) for HR management workflows. Advise on the proper use of contractual modalities and forecast staffing needs.Facilitate effective human resources management
Oversee the recruitment processes including reviewing job descriptions, post establishment; vacancy announcement, screening of candidates, administering the technical test, facilitating interview panels, and preparing interview reports and all the relevant documents. Review submissions to the Regional Central Review Board (RCRB). Manage contracts for staff and personnel in the Region. Coordinate benefit/entitlement management through UNDP Global Support Service Unit (GSSU) for local staff. Monitor transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through the ERP system. Upon delegation of responsibility, performs HR Manager functions in ERP system.Promote staff performance management and career development
ย Facilitate performance appraisal process and elaborate performance evaluation indicators in consultation with HR Specialist and HR Business Partner. Support learning management including establishment of the whole Office Learning plan and individual learning plans in collaboration with the Senior Management. Provide counseling to personnel on career advancement, development needs, and learning possibilities. Administer onboarding (orientation) and off-boarding (separation) process for all relevant staff.ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ยEnhance staff/management relations and well-beingย
Provide open and transparent communications on all matters pertaining to staff/management relations. Implement UN Women well-being initiatives within the Region. Support in raising awareness within the Region about UN Women stress management tools and promote implementation of work practices which optimize work/life harmony. Build strong relationships with managers and personnel and network proactively within the Region to stay abreast of staff and management concerns.Facilitate knowledge building and sharing
Organize HR-related trainings for operations/programme personnel. Synthesize lessons learned and best practices in HR and translate these into user guides or HR updates. At least 2 years of progressively relevant experience in human resource management with focus on at least two; performance management, contract administration, -, recruitment, and staff learning and development. Work experience with an international multicultural organization is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required. Experience in handling modern web-based ERP management system, preferably Oracle Cloud, is desirable; Work experience within the UN system is desirableLanguages:
