Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent will assist in implementing and maintaining mission-wide telecommunications services and underlying infrastructure, ensuring secure and reliable connectivity for operational and security needs. This includes supporting the deployment, configuration, and troubleshooting of satellite earth stations, WAN/LAN networks, voice and messaging systems, and audiovisual conferencing platforms The position is based in Port-au-Prince and is located with the Field Technology Section in the Operations Management Unit. The Telecommunication Assistant, GS-5 will report to the Telecommunications and Infrastructure Team leader, FS6, contributing to the integration of emergency communication capabilities and adherence to UN standards for ICT resilience in high-risk environments. ResponsibilitiesWithin the limits of delegated authority, the Telecommunications Assistant, GS-5 will be responsible for performing the following duties: Satellite Earth-station Operations: โ€ข Assists in the operation and maintenance of Intelsat Standard satellite earth-station equipment, inclusive of the antenna system, RF equipment, IF equipment, base-band equipment, and the control, supervisory, and test facilities. โ€ข Monitors satellite link performance. โ€ข Performs fault diagnosis and repair. โ€ข Maintains earth-station records and documentation. โ€ข Undertakes spare parts tracking. โ€ข Performs other related duties as required. Wide Area Network Operations (WAN): โ€ข Monitors transmission performance of all local and remote network nodes at the link and at the I/O levels. โ€ข Coordinates with leased line carrier and/or remote site technical support staff, service restoration during facility failures. โ€ข Maintains Network Control Center/Network Operations Center records and Wide Area Network documentation. โ€ข Maintains WAN equipment inventory and tracks repair history of WAN nodal equipment and modules. โ€ข Prepares monthly reports on node and transmission facility performance including detailed reports of leased facility outages for outage rebate purposes. โ€ข Performs other related duties as required. Local Area Network Operations (LAN): โ€ข Monitors the performance of the LAN, Metropolitan Area Network (MAN) and high speed Internet access facilities. โ€ข Assists in the implementation of ad-hoc LAN support requirements with departmental focal points. โ€ข Provides remote operations and maintenance service and advanced technical support for access routers on the Wide Area Network. โ€ข Maintains LAN and MAN equipment inventory. โ€ข Prepares and revises network diagrams and network documentation. โ€ข Performs other related duties as required. Audio/Visual Conference Services: โ€ข Installs, configures and tests audio, video conference and desktop video conference hardware/software using available communication and network connectivity. โ€ข Assists in meetingsโ€™ preparation by preparing and configuring conference hardware and operates equipment during conferences. โ€ข Provides support and training for new users of conference systems. โ€ข Researches and evaluates new conference products ensuring compatibility with current operational standards and growth for future needs. Work ExperienceA minimum of five (5) years of progressively responsible work experience in telecommunications or related area is required. Minimum of 3 years of progressively responsible experience in telecommunications operations, including operation and troubleshooting of satellite communication systems and wireless networks is required. Field experience in peacekeeping, humanitarian, or emergency operations, preferably in austere or high-risk environments is required. Experience working within a multicultural team and coordinating with multiple stakeholders across country, regional, and global levels is desirable. Prior exposure to UN systems or comparable international organizations, with knowledge of operational support frameworks and emergency response protocols is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required.
