OVERVIEW OF THE ROLE:
The Technical Officer will provide hands-on technical guidance and direct support for HIV prevention and testing service delivery in the Eastern Highlands Province and the National Capital District. The role will focus on the roll-out and scale-up of PrEP and HIV self-screening (HIV-SS), strengthening quality assurance at clinical and community levels, and providing mentoring and supervision to clinical support staff and community mobilizers.
The Technical Officer will work closely with KPAC, PHAs, and local CSOs to deliver culturally responsive, gender-sensitive, and inclusive services. She/he will also provide capacity building on PrEP adherence counselling, HIV self-screening methodologies, and SBCC approaches. The position ensures strong data capture and reporting systems, contributing to program learning and evidence-based decision-making.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
Service Delivery & Technical Support
- Provide day-to-day technical oversight and mentorship for HIV prevention/testing services at facility and community levels.
- Support PrEP initiation, adherence counselling, and HIV self-screening roll-out, ensuring services are high-quality, client-centered, and gender-responsive.
- Supervise and mentor clinical support staff and community mobilizers in PrEP, HIVSS, condom distribution, and outreach.
- Provides direct mentoring support to HIV care and treatment sites to implement national SOPs, protocols and guidelines for HIV care and treatment services, including access to viral load testing.
- Provides technical support on HIV care and treatment including onsite
- mentoring/coaching and guidance to HIV service providers and technical staff of civil society organizations.
- Ensures project implementation adheres to the national strategy and remains technically sound.
Capacity Building
- Conduct training for healthcare workers, peer navigators, and mobilizers on PrEP protocols, HIV self-screening, SBCC, and GEDSI integration.
- Build the capacity of community partners (including KPAC and CSOs) in communityled monitoring (CLM) and data utilization.
- Provide supportive supervision through joint monitoring visits with PHAs and NDoH.
Community Engagement & Partnerships
- Collaborate with KPAC and community champions to increase demand generation and uptake of HIV prevention/testing services.
- Engage with local CSOs, FBOs, and community networks to strengthen communityled service delivery.
- Contribute to provincial-level HIV prevention strategies and dialogues on emerging biomedical prevention tools.
Monitoring, Evaluation & Data Quality
- Ensure accurate data collection and timely reporting through HPDB/DHIS2 and other national tools.
- Conduct data validation, quality improvement (QI) initiatives, and support routine program monitoring.
- Document lessons learned, best practices, and contribute to knowledge sharing with PHAs, NDoH, and UNAIDS.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong technical knowledge of HIV prevention interventions, especially PrEP, HIV selfscreening, prevention and differentiated testing services.
- Experience with capacity building of healthcare workers, peer educators, community mobilizers and community groups.
- Skills in supervising multidisciplinary teams and providing mentoring in clinical and community settings.
- Familiarity with gender norms, GEDSI integration and safeguarding in HIV programming.
- Knowledge of MEL systems and use of HPDB/DHIS2 or similar health information systems.
- Strong interpersonal skills, able to work with government, CSOs, and community partners.
- Excellent communication skills in English; Tok Pisin desirable.
MINIMUM REQUIREMENT STANDARD
- Diploma in General Nursing, Public Health, or related clinical field required; bachelorโs degree preferred.
- At least 5 years of experience in HIV/STI service delivery, adherence counselling, or HIV prevention programming.
- Experience leading PrEP and HIV testing initiatives at facility or community levels.
- Prior experience working with CSOs, FBOs, or community-based HIV programs in PNG.
- Demonstrated ability to deliver training, mentorship, and supportive supervision.
- Strong skills in data management, quality assurance, and program reporting.
- Computer literate with competency in Microsoft Office and health data systems.
LOCATION OF EMPLOYMENT:
This position is based in Eastern Highlands Province with travels to NCD and other project sites as needed
