The expedited recruitment process is an internal selection process for selecting staff members for vacant positions. In addition to current staff members, staff members who were separated from service due to funding constraints will be considered as equivalent to internal candidates for 12 months following their separation (or from their commencement of SLWOP, as the case may be) (referred to as โinternal-equivalentโ candidates).
Under the overall supervision of the Chief of Mission (CoM) in Slovakia and direct supervision of the Resources Management Officer (RMO), the incumbent will be responsible and accountable for procurement and logistics activities for the IOM Country Office (CO) in Slovakia.
โข Conduct procurement tasks within the Country Office including property and assets control, supply, service/maintenance and contractual agreements;
โข In line with the IOM and donor specific procurement regulations, rules and polices, analyze procurement requests, identify service providers and evaluate information regarding vendor performance in terms of quality, prices and delivery of goods;
โข Solicit bids, quotations and tender documents. Support coordination of bidding processes and provide support for procurement transactions and analyze them for conformity to specified requirements. Participate in appraisals, selection of suppliers, confirmation of terms of payment; and prepares purchase orders and services agreements/contracts;
โข Follow up on purchase order (PO) status and keeps the National Resource Management Officer and respective Project Managers informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions. Verify all expected merchandise is received in accordance with PO specifications and in good condition;
โข Maintain an updated working knowledge of IOM procurement instructions and donor specific
Requirements;
โข Strictly comply with internal controls in all aspects of the Country Office and suggest improvements to streamlining/efficiencies;
โข Maintain and update databases of preferred suppliers;
โข Coordinate with asset focal point asset management actions, such as update of asset information, transfer, disposal and donation;
โข Perform other duties as may be assigned.
Education
โข University degree in Business or Public Administration or a related field from an accredited academic institution, with at least four years of relevant professional experience, preferably in similar roles; or,
โข Completed High School degree from an accredited academic institution, with at least six years of relevant working experience, preferably in similar roles.
โข Certification in Procurement, Logistics or Supply Chain Management is an advantage. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience
โข Experience with and knowledge of administrative/procurement management policies and procedures of a national and/or international non-governmental organization will be an added advantage;
โข Experience on institutional and technical aspects of administrative management including coordination and executing reporting requirements;
โข Familiarity with International Accounting Standards (IAS) or International Public Service Accounting Standards (IPSAS) an advantage; and previous work experience with national, regional or international public bodies would be an advantage.
Skills
โข High level of computer literacy in standard MS products with specific proficiency in MS Excel is required, good knowledge of Oracle is an advantage;
โข Attention to detail and ability to organize work in a methodical way;
โข Ability to work with national and international institution;
โข Ability to prepare concise reports;
โข Excellent communication and negotiation skills.
