Under the overall supervision of the Head of Resources Management (HORM) and direct supervision of the Supply Chain Officer (SCO), and in close collaboration with the relevant units at Headquarters and the Administrative Centres ,CO Programme Managers, the successful candidate will be responsible for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimalย price and in a timely manner. The Senior Supply Chain Associate will support the planning, coordination, and monitoring of all supply chain activities in the Country Office. The incumbent will provide technical guidance to relevant staff, support vendor management, lead training and capacity-building efforts, and ensure compliance with procurement procedures and reporting requirements. The role requires close collaboration with internal units, external stakeholders, and global support teams.
- Assist the SCO with the planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at MSCU.ย ย
- Assist with coordination and monitoring of all supply chain management related tasks and activities, including planning, budgeting, scheduling and provision of goods and services needed by the CO. Prepare regular progress reports, statistical information and briefing notes, as required.ย ย
- Assist with the management of the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics informaiton management and reporting, and provide support, guidance and training to the relevant staff with respect to the related policies, rules and regulations.ย ย
- Review procurement requests, identify service providers, and evaluate information regarding vendor's performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors.ย ย ย
- Plan and conduct training activities in all areas related to Supply Chain Management, maintainingย proper knowledge dissemination and capacity building. This includes developing training materials, organizing workshops, and providing guidance on procurement procedures, logistics, inventory management, and supply chain optimization in alignment with the COโs delegation of authority (DOA) matrix.ย ย
- Liaise with the programmer management and provide technical support in preparing and issuance of โCall for Proposalsโ and bidding documents for the tendering processes of the programmes/projects.ย Monitor thatย bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.ย ย ย
- In coordination with relevant parties, ensure timely submission of asset, procurement and other reports within theย CO, Regional Office and relevant HQ departments,ย as appropriate.ย ย
- Contribute to the establishment and management of robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization's assets and prevent fraud, while monitoring ย that country specific administrative procedures are in place and followed in accordance with the Organization's rules and regulations.ย ย ย
- Support and monitor the maintenance and repair of office facilities, including preventive maintenance. Contribute to the establishment of maintenance agreements with competent service providers, when it is feasible and determined to be cost effective.ย
- Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation, and updating of systems and procedures for procurement; suggest areas for improvement and risk-mitigation measures.ย ย ย
- Contribute to the development of tools for tracking of contracts, agreements, and progress toward the achievement of the procurement plans and schedules.ย
- Provide specialized support in the planning, implementation and monitoring of logistics activities related to property and asset management, warehousing, insurance coverage, maintenance, and transportation.ย ย
- Coordinate logistics operations with other UN Agencies, partners, and government authorities.ย
- Participate in inter-agency procurement working groups when requested.ย ย
- Perform such other duties as may be assigned.ย Education
- University Degree in Business Administration, Management, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience; or,ย
- High school diploma with six years of relevant professional experienceย
- Certification in Procurement, Logistics, Asset Management or Supply Chain Management is an advantage Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience
- Experience in supply chain management, asset management and logistics and working with vendors and service providers.ย
- Experience with asset management process.ย ย
- Experience working with IOM/UN Supply chain, asset management and Logistics Rules and Procedures is an advantageย
- Experience working in an international organisation in a multi-cultural setting an advantage.ย
