Context

IOM recognizes the importance of forging strategic partnerships with a broad range of external stakeholders to address the multi-faceted challenges and opportunities of migration. The Global Compact for Safe, Orderly and Regular Migration acknowledges the vital importance of a whole-of-society approach to ensuring principled migration governance, explicitly referencing the particular importance of migrants and diaspora communities in this regard. IOM, as coordinator of the United Nations Network on Migration, has worked within the UN system to help realise this goal.

Furthermore, the IOM Strategic Plan 2024-2028 sets an institutional priority of maintaining and building long-term partnerships, based on trust, so that IOM has the right networks and entry points in place to support multidimensional, whole-of- government and whole-of-society and solutions.
The Stakeholder Engagement Unit located in the Member State and Stakeholder Engagement Division coordinates IOMโ€™s institutional engagement with civil society, inter-State consultation mechanisms on migration (ISCMs), including regional consultative processes (RCPs), as well as with relevant intergovernmental organizations outside the United Nations system. The Unit is also responsible for developing and maintaining relationships with key platforms and actors, including migrants, parliaments, cities, and local authorities.

Under the overall supervision of the Senior Director, Office of Partnerships, Advocacy and Communications and direct supervision of the Chief, ย Member State and Stakeholder Engagement Division, the Stakeholder Engagement Officer (Civil Society and Local Authorities) will develop and manage IOMโ€™s relationships with civil society organizations (CSOs), RCRC network, advocacy platforms, faith-based groups, and academic partners. The Stakeholder Engagement Officer (Civil Society and Local Authorities) will coordinate strategic outreach initiatives, support Country Offices in engagement efforts, organize consultations, and contribute to policy and communications outputs that strengthen collaboration with civil society stakeholders in line with IOMโ€™s Strategic Objectives.

Stakeholder Relationship Management: Coordinate the development of, and maintain institutional relationships with key civil society stakeholders, IOM observers and others โ€“ including international and local CSOs, faith-based organizations, diaspora-led organizations, advocacy coalitions, and academic partners to foster collaboration and advance IOMโ€™s outreach and advocacy objectives.Stakeholder Mapping and Analysis: Conduct comprehensive mapping of civil society and academic stakeholders relevant to migration at global and regional levels. Identify emerging partners and maintain an up-to-date database or directory of these organizations to inform engagement strategies.Consultations, Outreachย and Dialogues: ย Coordinate with relevant IOM units to plan and facilitate consultations with civil society on migration policy, ensuring alignment with organizational priorities and global processes (e.g., the Global Compact on Migration) while documenting outcomes to support follow-up on recommendations.ย Local and Regional Governments: Coordinate outreach to cities, local and regional governments and network organizations to solicit their input on migration policy and programming.ย Field Support and Coordination: Provide guidance and support to IOM Regional and Country Offices in engaging local civil society, community-based organizations and local and regional governments while sharing best practices and tools for stakeholder engagement, and ensure a coherent approach across the Organizationโ€™s field operations.Policy Briefs and Communication: Prepare and contribute to policy briefs, analytical reports, talking points, and communication materials related to civil society and local and regional government engagement. Facilitate and enhance the inclusion of civil society and local and regional governments perspectives and feedback in IOMโ€™s policy documents and communication materials.Monitoring and Analysis: Monitor global trends, developments, and best practices in civil society and local and regional government engagement in the migration field by providing analysis and periodic updates to the Division and advice on how to adapt IOMโ€™s stakeholder engagement approach to evolving contexts (including new advocacy movements).Other Duties: Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, cooperation and development or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience

Experience

A minimum of five years of progressively responsible experience in project or programme management, external relations, donor liaison, or related area is required;Proven professional experience in developing and managing partnerships or liaising with civil society organizations, NGOs, advocacy networks, or academic institutions, preferably in the field of migration, humanitarian affairs, or international development, including organizing multi-stakeholder events or consultations and producing policy or communication materials (such as briefs, reports, or outreach content);Experience working in or with international organizations, the UN system, or relevant governmental agencies on stakeholder engagement or community outreach is highly desirable;Field experience in working with migrant communities or grassroots organizations is an advantage; and,Strong understanding and experience of migration issues and global migration policy frameworks (e.g. Global Compact for Migration, international migration forums) is an asset, as is familiarity with the roles of civil society and academia in migration governance.

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
