ย Context
The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior and Ministry of Finance departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration. ย
Under the overall supervision of the Senior Programme Manager- Immigration and Border Governance (IBG) and direct supervision of Project Officer - Immigration and Border Governance (IBG), the successful candidate will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), as well as reporting requirements.

1.ย ย ย ย Assist the Programme Manager in collecting, maintaining, and analyzing various data for M&E activities under the IBG Programme in coordination with the PSU M&E officer.
2.ย ย ย ย Assist in the design, implementation of special assessments, surveys, and operational research.
3.ย ย ย ย Contribute to specific monitoring and reporting exercises as assigned. Monitor report endorsement procedures with the required endorsement entities.
4.ย ย ย ย Draft regular reports and assist in the preparation of project quarterly and annual reports.
5.ย ย ย ย Contribute to preliminary analysis of findings of monitoring and evaluation exercises. Draft specific inputs as assigned for the development of the internal mission guidance on complaints and feedback mechanisms and accountability.
6.ย ย ย ย Assist the project manager in tracking the progress against project/programmatic/strategic indicator targets, including IOM Strategic Results Framework (SRF) indicators.
7.ย ย ย ย Flag and bring to the attention of the Project/Programme Managers, and the mission management, delays or challenges regarding data quality or compliance issues with IOM, donor, and partnersโ M&E requirements.
8.ย ย ย ย Assist in monitoring and evaluating the implementation of different Programme activities and updating the teamwork plan accordingly.
9.ย ย ย ย Participate in specific field monitoring missions as assigned to support data collection according to the monitoring plans and tools and risk monitoring processes.
10.ย ย ย ย Conduct field visits as needed/appropriate to observe, monitor, and provide guidance and quality feedback on data for program purposes.
11.ย ย ย ย Carry out data collection and entry for capacity building activities and of relevant beneficiary data, in line with IOMโs Data Protection Principles.
12.ย ย ย ย Perform such other related duties as may be assigned inclusive of duty travels.

Education
- Bachelorโs degree in political or social Sciences, International Relations, Business or Public Administration, Law or related fields from an accredited academic institution with Four years of relevant professional experience. or
- Secondary School education with Six years of relevant experience.
ย Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience- Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies
- Experience in governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements
- Significant experience in application of IOM/UN rules, regulations and procedures; and,
- Experience with project development and donor liaison.
ย Skills- Strong reporting, writing and research skills, preferably related to M&E;
- Excellent communication and analytical skills.
- Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices
- Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
