ย 

  1. Plan for and support the undertaking of baseline surveys, PDM, scheduled evaluations and any other M&E data collection exercises; periodically review the project M&E Frameworks and plans to guide M&E activities.
  2. With guidance from the M&E Office coordinate the development, testing, roll out and regular revision of standardized M&E and reporting tools, within the program strategy and donorโ€™s requirements, respecting formats, deadlines, and specific protocols, and engaging in crossed fertilization of ideas implementing partners.
  3. Participate in the process for identifying the key performance questions, indicators and parameters for all project development, monitoring projectsโ€™ performance and achievements,
  4. Monitor ongoing activities of the programme; periodically and consistently aggregate and analyse data on respective projectsโ€™ indicators and develop indicator status reports and statistics to inform project management of progress of results achievement and for other purposes such as periodic and final reports, project visibility and communications; and facilitate the exchange of monitoring information with external partners as necessary to maintain appropriate visibility with activities, as well as coordinate the collection of data and preliminary analysis (qualitative and quantitative) for drafting of various updates, reports and feedback.
  5. Consistently monitor workplan implementation and budget expenditure of respective projects and support the production of regular monitoring reports.
  6. Carry out periodic field visits to create greater awareness and undertake regular travel to field locations using appropriate M&E tools to monitor the activities, beneficiaries and promote adherence to agreed M&E standards and norms; undertake M&E data quality assurance and data verification; identify bottlenecks impeding project delivery and gather feedback about IOMโ€™s work among others.
  7. Provide technical support on M&E matters to subunits such as in TOR development, review of baseline and evaluation tools & reports, review of M&E data collection tools, recruitment, and management of external M&E consultancies among others as may be required; coordinate regular trainings for programme staff and provide capacity building support to the M&E team.
  8. Provide technical recommendations to the Project Manager, based on rolling analysis of and reporting on programming.
  9. Perform other duties as assigned. Education
    • Masterโ€™s degree in Development, Economics, Management and, or related Social or Political Science fields from an accredited academic institution; or University degree in the above fields relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      • Minimum of 2 years (four years for degree holders) relevant experience in monitoring and evaluation of programmes related to migration management, particularly counter human trafficking, return and reintegration, direct assistance to vulnerable migrants including victims of trafficking. Skills
        • Demonstrated experience in monitoring and evaluation โ€“ with specific experience in project development, data analysis, knowledge management, monitoring, and evaluation in the non-profit sector;
        • Demonstrated proficiency with MS office and advanced data science and/or statistical skills including knowledge of database management, statistical and project management software and data visualization skills is a strong advantage;ย 
        • Excellent data visualization, analysis and writing skillsย 
        • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities. Languages
