    Organizational Setting and Reporting Relationship

    The position of Senior Nutrition Specialist is assigned in the Human and Social Development Sector Office (SD3-HSD) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector initiatives and integrated solutions that advance ADBโ€™s strategic agenda in human and social development (HSD), finance, and public sector management and governance in the region and with ADBโ€™s clients. SD3, which comprises three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADBโ€™s technical leadership externally and internally.

    SD3-HSD leads policy dialogue, initiatives, and solutions in the human and social development sectors (education, health, and social protection) and in broader social development initiatives as relevant. SD3-HSD is responsible for: (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps and contributing to business development efforts.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Director, SD3-HSD or the Senior Director and will oversee junior staff.

    The selected candidate will be appointed with the title, โ€œSenior Social Development Specialist (Nutrition)โ€.

    Your Role

    This position will require relevant experience and proven ability of undertaking both, thematic and project work pertaining to nutrition, cutting across social protection, health, and education. As a Senior Nutrition Specialist, you will keep track of the latest development research and evaluations on how nutrition sensitive outcomes (e.g., reducing the incidence of child malnutrition, stunting, wasting, and rising obesity levels) can be supported through social protection, health, and education programs and projects. You will work with HSD colleagues who are designing and implementing projects and technical assistance, assess the development context, and then suggest cost-effective ways of designing and implementing nutrition sensitive components as elaborated below. You will also help develop pipelines in the DMCs by conceptualizing projects and co-leading missions in your areas of expertise.

    You will:

  • Join the programming discussions of select countries to understand how ADB formulates and updates its 3-year pipeline of lending and non-lending products (TA projects, knowledge, and analytical work).
Work with the country management teams and HSD colleagues to identify where and how, nutrition-sensitive aspects can be incorporated and scaled up in the 3-year rolling assistance program, in line with the priorities of the government(s). Provide nutrition-related inputs into the background sector and thematic assessments done when ADBโ€™s country partnership strategies are updated. Work with HSD colleagues to develop a monitoring and evaluation framework for tracking the HSD investment in nutrition Track the learnings from nutrition interventions that have been successful and not that successful, and provide inputs to project and TA teams. Help develop strategies for ADB to invest in nutrition programs and services that are responsive to DMC needs, with a focus on availability, accessibility, equity, and sustainability. Based on country dialogue, prepare and implement studies to identify emerging areas in nutrition, particularly in health and social protection, and identify appropriate modalities for ADBโ€™s assistance to DMCs. Administer, process, and prepare regional and DMC-specific loans, grants, and TAs in nutrition-sensitive health, social protection, and human capital development programs. Together with the HSD nutrition focal, collaborate with other ADB sector offices and departments, especially the Agriculture, Food, Natural Resources and Rural Development (AFNR) Sector Office, to develop and support multi-sector approaches for improving nutrition outcomes in DMCs. Work closely with RDs, RMs, the Office of Safeguards, and different ADB departments and teams in identifying, developing, implementing, and administering loans, grants, and TA for the delivery of nutrition programs and services. Develop and maintain strategic partnerships with external partners for knowledge and project opportunities, including introduction of new nutrition technologies. Support the development of knowledge products. Perform other duties as assigned and reflected in your workplan.

Masterโ€™s degree or equivalent in nutrition, health, food science or other related fields; or a University degree and at least 5 years of specialized experience relevant to the position can be considered At least 10 years of relevant professional experience of working on social protection and nutrition programs including design, implementation, monitoring and evaluation. International experience in several countries, preferably in the Asia and Pacific region. Experience in conceptualizing, processing, and implementing projects (i.e., loans, grants, TAs) in the above-mentioned technical areas. Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues in a complex and politically sensitive environment. Strong team building skills and ability to lead and motivate teams (coaching and mentoring) and resolving conflicts within and across teams. Demonstrated willingness to seek out and acquire new knowledge to contribute to his/her work program, as well as having the interest and ability to communicate and present information and ideas in a clear, organized fashion to others. Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staffโ€™s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staffโ€™s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
