Organizational Setting and Reporting Relationship
The position of Senior Financial Control Assistant is assigned to the Technical Assistance Section (CTLA-TA) of the Loan Administration Division (CTLA) within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and Officer.
Your Role
As a Senior Financial Control Assistant, you will process technical assistance (TA) claims, provide analytical support, and help coordinate processing and administrative activities in a specialized work area within ADB. You will also assist your supervisor in coordinating work in designated units whose assigned countries have higher volume and complexity of disbursement activities.
You will:

Process TA and grant-funded project claims, including liquidations, for payment of consultants, contractors and other service providers under ADB and donor's technical assistance grants or trust funds. Check that the claims/billings submitted follow contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established Bank policies.
Review consultant's contracts to monitor cost estimates, contract variations, actual disbursements by budget line items, and prepare status of consultant's contracts for information of supervisor.
Process disbursement vouchers, journal vouchers and other relevant payment documentation.
Keep track of advances and liquidations, clear matched items, and prepare monthly reports on outstanding advances and unreconciled items.
Maintain existing digital filing system by sorting and filing routine materials according to prescribed systems and established guidelines.
Prepare multiple internal and external correspondences on TA disbursement-related matters for review by supervisors.
Assist TA section on special projects, including process improvements and IT system enhancements, and team members with higher volumes and complex claims and liquidations.
Qualifications
You will need:
Bachelor's degree in Accounting, Business Administration, or Finance; preferably a Certified Public Accountant (CPA). At least 5 years of experience in disbursement operations, auditing or accounting in financial institutions. Experience with technical assistance disbursement guidelines, related project administration instructions and operational procedures. Demonstrated expertise in internal control concepts and business processes to help maintain sound internal controls and assess risks related to financial reporting. Proficiency in ADB standard and similar software programs used by multilateral development banks. Written and verbal proficiency in English. Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant. Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
