Overall purpose of the role:
The Safety Officer reports to the Base Manager - NSS regarding Kachin Safety situation. He/ She will be responsible for ensuring the effective and efficient operation of the DRC Kachin Program by undertaking various roles and responsibilities related to
Safety and Security Focal point for the state, including staff capacity building on Security and Safety SoPs, information reporting and operations coordination in addition to supporting the Managers in his or her duties, following and enforcing organizational guidelines, policies and procedures. Representation and communication Coordination with local partners Government Relations and coordinationResponsibilities
Staff movements and accountability oversight:
Responsible for reviewing all Field Internal Travel Authorization forms (ITA) and Workshop Authorization Forms (WAF) submitted by program and Ensure all requested information is present and correct. Responsible for ensuring all program teams receive a pre-departure safety brief, ensuring SOPโs and immediate action drills are covered. Conduct site safety and security assessments and advise on mitigation measures, as required and ensure that appropriate access controls are in place for all DRC facilities. Maintain keen awareness of the local security situation and any relevant safety issues; report these issues immediately to the Safety Focal of NEAO, AM and Yangon-based Security Focal Point/Safety Officer; provide recommendations to the NSS Base Manager and AM on mitigation/ preparedness/ response measures to be taken; contribute towards programme risk analysis. Responsible for communicating security-related information to national staff in Kachin and coordination of activities in response. Conduct regular audits of safety equipment Arrival briefings for new staff Weekly situation reports (sitreps) and Monthly safety analysis to AM and others on safety situation Support the regular updating of MOSS and the Safety Level Scores for Myitkyina. Act as principal Security Focal Point for national staff Communicate and coordinate with UNDSS, OCHA and Kachin State Government on all security-related issues Support with keeping Security Improvement Plan, Standard Operating Procedures (SOP), Local Safety Rules (LSRs), and critical incident management plan (CIMP) up to date to Safety Coordinator of Country Office.Security Incidents Management:
SMS/ Microsoft team Advisories: Draft and disseminate as required SMS / Microsoft Team alert advisories for DRC staff when relevant and significant security incidents occur, or elevated threat levels are reported Email Advisories: Draft and disseminate detailed Email advisories for DRC staff when relevant and significant security incidents occur, or elevated threat levels are reported. Review and timely submit the Draf Incident report to Safety Focal of NEAO as well as AM of NEAO.Coordination
Lead on safety discussion to all national staff, coordination forums with local NGOS, CBOs and SLT. Ensure effective coordination with other agencies including participation in coordination meetings with UN agencies, other INGOs, CBOs and other relevant meetings delegated by the Area Manager. Act as main focal point for all local partners communication and coordination (local NGOs, CSOs, CBOs) in Kachin State for security related issues,Representation and Communication / Government Liaison (in coordination with Senior Government Liaison Coordinator in Yangon)
General
Perform any other relevant tasks as requested by the Area Manager and/ or Senior Management. Support with translations for major reports and meetings, including checking translations done by more junior staff, and managing outsourced/consultant Translations.Experience and technical competencies:
Bachelorโs degree (e.g. political science, international development, or economics) Diploma or Certificate (Security Risk Management and Security studies or related field) At least 2 yearsโ relevant experience working in a senior position with a humanitarian or development organization. Experience with partner coordination a strong plus Excellent team management and coordination skills Good report writing skills, both in English and Burmese Good analytical and computer skills (especially Word and Excel) Excellent interpersonal and communications skills as well as cultural sensitivity; Demonstrated ability to build trusting relationships with communities. Flexible and prepared to travel intensively in the region Understanding of operational context in Kachin State is a plus An understanding of IDP rights, rights-based programming, and Protection Principles Full professional proficiency in English Kachin language a strong assetAll DRC roles require the post-holder to master DRCโs core competencies :

Contract: DRC will offer the successful applicant a DRCโs contract till 31 December 2025, including probation period. Salary and conditions will be in accordance with DRCโs Terms of Employment. The position is in Employment Band H-non-management.
