Plan International seeks to strengthen its regional technical capacity in cash and voucher assistance (CVA) in crisis contexts induced by natural or anthropogenic hazards, aligning with the global humanitarian preparedness and response strategy.
The Regional Advisor will lead the development and implementation of CVA strategies in anticipatory actions and emergency responses, provide operational support to Country Offices (COs), draft SOPs adapted to global and national policies, participate in sector coordination mechanisms, and promote feasibility and market analysis based on available information. A 50% field dedication is foreseen.
Key End Results
Leadership and StrategyProvide strategic direction and coordination for the development and implementation of Cash and Voucher programs in project countries.
Design and lead the initiative's CVA portfolio, ensuring alignment with broader global strategies .
Monitor the quality of CVA country responses and ensure adherence to global standards and best practices.
Deploy to support AVC country offices in the region.
Develop country-specific guidelines and SOPs.
Operational technical support to COProvide technical support in the design and implementation of AVC interventions.
Assist in identifying the most appropriate delivery modalities according to context and needs.
Conduct feasibility, risk and opportunity analysis for AVC (multi-purpose or sectoral: protection, food, education).
Humanitarian CoordinationRepresent Plan International in AVC clusters and regional platforms such as CALP, REDLAC and R4V.
Contribute to stakeholder mapping and inter-agency coordination processes.
Analysis and evidenceConduct or support analysis of market, supplier capacity, protection and fraud risks.
Systematize experiences, lessons learned and contribute to case studies.
Participate in field missions and needs assessments.
Train Plan humanitarian staff and local partners in AVC.
Promote regional technical exchange on AVC practices.
Resource mobilization:Support the integration of AVC in proposals to donors (ECHO, BHA, BPRM, Start Fund, etc.).
Contribute to positioning strategies and technical advocacy with donors.
Collaborate with Business Development for proposal writing.
Review of the technical Cash and Voucher part of the Plan proposals (ROAH and COs).
Protection:Ensures that Plan International's global policies for Child and Youth Protection and Gender Equality and Inclusion are fully integrated in accordance with policy principles and requirements, including relevant Implementation Standards and Guidelines applicable to your area of responsibility. This includes, among other things, ensuring that staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are communicated and managed in accordance with appropriate procedures.
The Individual
Skills and Qualifications:
University degree in Social Sciences, Development, Economics or related field. Minimum 5 years of experience in humanitarian contexts with focus on AVC programming. Experience in intervention design, SOPs, market analysis and multi-sector coordination. Excellent writing and systematization skills. Languages: advanced Spanish and English required; French strongly desirable. Knowledge of AVC regulatory frameworks and international humanitarian norms. Availability for frequent travel (at least 50% of the time). Immediate availability .Location: Peru, Ecuador, Colombia, Guatemala, El Salvador, Honduras, Dominican Republic
