Organizational Context and Scope

Vanuatu, consistently ranked as the world's most hazard-prone state, experiences frequent, geological, hydrometeorological, and climate-related disasters displacing significant portions of its population annually. Compounded by climate change and geographical and socio-economic human mobility challenges, these displacements pose significant challenges, particularly for women, children and other vulnerable groups.

Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Department of Humanitarian Operations and the Emergency and Post Crisis Regional Thematic Specialists (RTS) in the Regional Office in Bangkok and relevant headquarters (HQs) units, theย Programme Officer (Humanitarian Preparedness, Response and Recovery)ย will be responsible for the coordination and successful implementation ofย IOM Vanuatuโ€™s programming activities in the fields of disaster risk reduction, preparedness, response and recovery, as well as climate change adaptation within these areas. The successful candidate will also provide technical inputs and information to support programme development, stakeholder engagement and communication efforts within the Mission.ย 

Coordinate and implement project activities related to preparedness and response to crisis situations in Vanuatu, including providing technical inputs, information and process-related guidance to the affected areas, checking compliance to international frameworks including Sphere Standards.Provide technical inputs to contribute to the development and/or improvement of response strategies and participate in capacity building activities to help enhance operational capabilities.Supervise the implementation of IOM Vanuatuโ€™s Disaster Risk Reduction (DRR) and crisis preparedness, response and recovery programming activities that aims to strengthen resilience against disaster and climate change related fragility in Vanuatu.Provide technical inputs and information to support project development and resource mobilization efforts related to crisis programming, including contributing to the development of inter-agency response plans, preparedness and contingency plans and appeals, in close collaboration with relevant stakeholders such as OCHA counterparts, Non-Governmental Organizations (NGOs), and key Government institutions.Monitor and document humanitarian developments and emergency response management issues.ย Closely collaborate with IOM Vanuatuโ€™s Climate Action programmes to assist with enhancing resilience to climate-related shocks and preventing displacement.Maintain contacts with relevant government counterparts, other UN agencies, non-governmental organizations intervening in the response, and IOM implementing partners.Participate in national and regional humanitarian coordination mechanisms and recommend possibilities to position IOM within Vanuatu and the region.ย Utilize appropriate monitoring tools to ensure effective implementation of projects and activities.ย Provide technical and administrative support to humanitarian programme activities.Draft portions of project updates, programme summaries, briefing notes, talking points or other relevant informational materials and statistics.ย Support the Missionโ€™s resource mobilization efforts by researching and documenting possible funding opportunities and drafting specific sections of concept notes and project proposals.ย Facilitate the integration of IOMโ€™s cross-cutting priorities in emergency programming.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in political or social sciences, Emergency and Disaster Management, Environmental Science, Development Studies, International Relations, Law, or other relevant field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.ย 

Experience

Experience in coordinating, supporting and/or implementing programme activities related to disaster risk reduction, preparedness and/or climate change and human mobility;ย Experience in monitoring and evaluation, capacity building, donor reporting, and communication activities;ย Experience in liaising with government authorities, inter-governmental institutions, the private sector, UN agencies and national and international NGOs;ย Understanding and/or experience working with nature-based solutions and climate change would be an advantage;Experience in supporting the implementation of programming related to water, sanitation and hygiene will be considered an asset; and,Experience and/or understanding of the migration and mobility context in Vanuatu and the wider Pacific region will be considered a distinct advantage.ย

Languages
