This job is based at the World Food Programme (WFP) China Office in Beijing, China. WFP has a unique threefold presence in China, which includes: a Partnership Office presence that develops public and private partnerships for increased resource mobilization; a Country Office presence that implements a Country Strategy Plan supporting Chinaโs High Quality Achievement of the 2030 Sustainable Development Goals, and a Centre of Excellence for Rural Transformation that facilitates impactful, demand-drive South-South and Triangular Cooperation.
The officer will serve as the Head of the Public Partnerships Unit, driving engagement and growing relationships with public partners to support resource mobilization in China. The unit supports effective stewardship of public partnership efforts, maintaining high-quality engagement that facilitates resource mobilization in response to the needs of WFP Country Offices and operations. The scope of work includes developing and implementing a partnership strategy that informs the overall maintenance of government partnerships, while developing new public partnerships.
The incumbent will report to the Deputy Director, under the general supervision of the Director, who will provide oversights of WFP China public partnership activities and faciltate alignment with WFPโs corporate efforts to position as the partner of choice for SDG2 and SDG 17, as well as other opportunities and international development priorities.JOB PURPOSE: The Head of Public Partnership will mobilize resources and partnerships to advance WFPโs national and worldwide operations, maintaining a pipeline of funding proposals, advising Country Offices on outreach and engagement strategies. The officer leads a unit that provides direct support to Country Offices in the preparation of funding proposals, including project design, narrative, quality control, review and submission. The unit will engage with WFP Country Offices to ensure WFP Rules and Regulations are followed in both resource mobilization and project implementation processes to safeguard WFPโs reputation.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Lead the design and implementation of a work plan that enables WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
2. Facilitate corporate partnership dialogue through supporting networking, meetings, information sharing, outreach activities, and regular high-level consultations with public partners. Facilitate high-level meetings between WFP and Chinese government donors in China and abroad.
3. Engage with other functional units, Regional Offices and Country Offices on WFPโs thematic, regional and country-specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of public partner engagement across the organization.
