    DURATION: 11 months

    BACKGROUND AND RATIONALE:
    WFP Rwanda Country Office is seeking to fill the position of Consultant Level II as Partnerships Officer based in Kigali. The position reports to the Country Director and works in close coordination with the heads of different functional units to provide strategic advice and support to the Office of the Country Director. The Partnerships Officer will provide strategic advice and support to drive WFPโ€™s effective positioning with public, private, and external partners to attract policy support and resources for providing technical assistance and innovative solutions in Rwanda, as well as develop, plan, and implement communications activities that support the overall communications strategy and WFP Rwanda objectives.

    DUTIES AND RESPONSIBILITIES:

    Under the guidance and direct supervision of the Country Director, the Partnerships Officer will undertake the following key responsibilities:

    • Lead the implementation of a work plan within the Office of the Country Director to enable WFP Rwanda to identify, develop, and strengthen quality partnerships, enhance the visibility and reputation of WFP, and support fundraising and communication activities in support of WFP strategic objectives.

    • Develop, maintain, and update an appropriate work plan for the assigned area, which implements the country office communications strategy and team.

    • Engage with other functional units and the Regional Office on WFPโ€™s thematic, regional, and country-specific offerings, developing content and language that speak to individual audiences and align with ongoing policy dialogue in national and global fora; Support alignment of partner engagement across the organization.

    • Proactively support a wide range of aspects of a partnership portfolio, including partner profiling, data/trends analysis, and outreach plan, to maximize resources and leverage policy and technical support for WFPโ€™s work; Ensure partner visibility and that partner conditions are met.

    • Facilitate corporate dialogue with partners through preparation, review, and refinement of presentations, quality briefing materials and talking points for management, especially for high-level events and forums; proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives.

    • Gather and share partner intelligence (including forecasting), using key information systems (e.g., WINGS, Salesforce, WFPGo), and assess results.

    • Support functional units on partnership strategies (including the implementation of WFP Rwandaโ€™s Partnerships and Resourcing Strategy); extend support on partnership/contribution management, in line with corporate norms, processes, and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.

    • Facilitate partnership growth by exploring opportunities to expand existing partnerships and the scope of new partners, guided by assessments, analysis, and due diligence; present recommendations to senior management and ensure follow-up.

    • Prepare partnership proposals, strategic agreements, joint strategies, and/or MOUs, taking into account corporate norms, processes, and external regulations; ensure quality control of content by engaging with relevant functional units, ROs, and COs.

    • Use socio-political insights to support WFPโ€™s effective positioning vis-ร -vis national governments, regional and international institutions, with the aim of influencing the policy agenda.

    • Support the implementation of WFP Rwandaโ€™s communications strategy by developing key messages and innovative tools to strengthen its visibility.

    • In the context of the UN system and multilateral fora, support the development of partnerships with member states, civil society, and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP Rwanda priorities and policies, based on a good understanding of member statesโ€™ dynamics and interests.

    • Contribute to preparedness actions, providing technical recommendations and guidance; monitor defined risks and make recommendations on how to manage these effectively.

    • Coordinate and prepare accurate and timely reporting on communications activities, especially for management to enable informed decision-making, evaluation of objectives, and consistency of information presented to stakeholders.
