Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction
The position is located in the Gender, Equality, Diversity and Inclusion Branch (GEDI) within the Conditions of Work and Equality Department (WORKQUALITY). GEDI is responsible for promoting gender equality, inclusion and respect for diversity in the world of work, in an integrated and comprehensive manner.
This position will specifically serve the European Commission funded project โPromoting gender equality and work-life balance at work in Portugalโ. The project aims to advance gender equality and work-life balance policies in the labour market in Portugal by strengthening the Governmentโs institutional capacity to monitor, enhance and implement key legislations, policy measures and practices. The project responds to the request of the Portuguese Ministry of Labour, Solidarity, and Social Security (MTSSS), specifically the Direรงรฃo-Geral do Emprego e das Relaรงรตes de Trabalho (DGERT) and the Comissรฃo para a Igualdade no Trabalho e no Emprego (CITE). The initiative will support Portugal in addressing existing challenges in gender equality at work, including gender pay gaps, barriers to womenโs leadership and unequal caregiving responsibilities. It will also contribute to enhancing business performance and competitiveness through promoting gender equality, improving employee retention, employer branding, and overall productivity, while ensuring effective implementation of policies that uphold workers' rights and reinforce international, national, and EU commitments to social sustainability and gender equality. To achieve these objectives, the project will deliver several key outputs, including a comprehensive review of Portugalโs gender equality and work-life balance legislation and policies, a comparative analysis of international good practices, and a final assessment with recommendations for strengthening policy and regulatory mechanisms. The initiative will also include capacity-building workshops (delivered by ITC-ILO) targeting key stakeholders such as policymakers and social partners, as well as a final dissemination event to promote knowledge exchange and ensure sustainable policy impact.
Under direct supervision and within the policy and procedural requirements established under the project, the Project Technical Officer will be responsible for carrying out research and contributing to the preparation of related outputs of the project to attain the expected outcomes. The incumbent will work in close coordination with the ILO-Lisbon, ILO-Brussels offices and ILO HQ to contribute to the successful implementation of the project.
The incumbent will report directly to the Senior Specialist, Gender Equality and Non-Discrimination, of the Gender Equality, Diversity and Inclusion Branch, under the overall supervision of the Branch chief. Collaboration will be foreseen with the ILO-Lisbon Technical/Programme Specialists and Officers.
Description of Duties
To ensure the attainment of project outputs, carry out research and collect data, conduct analysis and prepare preliminary draft reports and publications in coordination with relevant staff in ILO Lisbon, ILO HQ and consultants. Carry out a range of activities to support the implementation of project objectives in conformity with EU programme rules, ILO policies, procedures and practices including providing technical support to consultants s; the project strategies; and in accordance with ILO programming guidelines and country action programs and with particular attention to gender responsiveness. Collaborate with the project professional team and national partners in the design, implementation, monitoring and evaluation of activities, in coordination with the ILO Lisbon office and HQ. Establish and/or maintain a database for monitoring and evaluation aimed at tracking progress against Key Performance Indicators. Identify problems and make recommendations for follow up actions. Prepare high-quality, timely narrative and financial donor reports in close coordination with relevant technical and financial colleagues, ensuring compliance with EU reporting guidelines and ILO standards. Ensure sound project governance in line with the approved project document, including regular engagement with the projectโs Advisory Group and the preparation of documentation to support its meetings and decisions. Regularly communicate project status, risks, and updates to leadership and stakeholders through reports, meetings, and presentations. Proficiently use digital communication tools to ensure project visibility, facilitate stakeholder engagement, and support the dissemination of research findings and knowledge products. Liaise on operational matters related to the project with Portuguese tripartite constituents, namely, Ministry of Labour, Solidarity, and Social Security (MTSSS) and the Social Partners from workersโ and employersโ organisation) as well as academia and other relevant stakeholders. Provide inputs for budget preparation and other related matters, including preparing relevant documentation for responsible ILO entities. Participate in training seminars and workshops as resource person. Contribute to the development of training materials. Collaborate closely with relevant units in ILO Lisbon, ILO Brussels and ILO HQ, as appropriate, to obtain technical inputs and share best practices and lessons learned. Undertake missions relating to project implementation in Lisbon, Portugal. Attend meetings concerning project implementation as necessary. Undertake other duties as required.
Required qualifications
Education
First-level university degree (Bachelorโs or equivalent) in economics, gender development studies or legal studies.
Experience
At least three years of relevant professional experience in economics, gender equality or other related fields.
Languages
Excellent knowledge of English. Proficiency in Portuguese is required.
Competencies
Ability to draft clearly and concisely, and prepare project proposals, reports and studies. Good research and analytical skills. Ability to identify problems and make recommendations. Good interpersonal and communication skills. Ability to work on own initiative as well as a member of a team. Ability to carry out assignments in accordance with instructions and guidelines. Ability to use analytical tools and qualitative and quantitative techniques. Ability to conceptualise, plan and conduct straightforward research work. Good computer skills. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Conditions of employment
Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
