Introduction
The project โTrade and FPRW in Indonesia: Realizing trade gains free from gender discrimination and child labour (RealGains) is a project of 3-years duration, funded by Employment and Social Development Canada (ESDC) and implemented by the International Labour Organization (ILO). This project is designed to enhance compliance with Fundamental Principles and Rights at Work (FPRW) in Indonesiaโs export industry, notably in garments, footwear and palm oil as well as lithium battery manufacturing โ the latter an emerging industry that the Indonesian Government aims to expand as part of its economic growth strategy. Within the context of strengthening the enabling environment for trade and investment to reap the gains of the Canda-Indonesia Comprehensive Partnership Agreement (CEPA), signed in December 2024, it focuses on addressing persistent FPRW deficits, particularly regarding gender-based discrimination and child labour in order to protect the rights and well-being of women and children during trade expansion and economic growth. This shall be achieved through work under three outcomes:
Outcome 1: Women workers in export-oriented footwear industries and palm oil production access measures that promote gender equality and a safe, healthy and respectful working environment (regional focus: Banten, West and Central Java [footwear] and North and South Sumatra and West and Central Kalimantan [palm oil]. Outcome 2: The national framework to eliminate child labour - through improved prevention, enforcement and monitoring practices - is strengthened. Outcome 3: Worker protection in export-oriented footwear, palm oil and lithium battery production improved through strengthened capacities and mechanisms that address FPRW deficits and resolve labour disputes (regional focus: Banten, West and Central Java [footwear], North and South Sumatra and West and Central Kalimantan [palm oil] and Karawang, West Java [lithium battery production]).

RealGains builds on the achievements of the project โStrengthening Industrial Relations in Indonesia (SIRI)โ by enhancing the capacity of trade unions to handle grievances, promote gender equality in union leadership structures and engage in dialogue and negotiations. It also builds on various projects focusing on the palm oil, apparel, footwear supply chains promoting compliance with labour standards, and promotion of decent work.
Within the policy and procedural requirements established by the ILO and the Project, the Project Technical Officer will be responsible for providing direct technical support to the RealGains project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related areas and other components of the ILO Decent Work Agenda.
Reporting Line
The Project Technical Officer will report directly to the ILO Country Director who will provide overall supervision including on technical, operational and administrative areas. The Project Technical Officer will be based in Jakarta, Indonesia.
The Project Technical Officer will also receive technical advisory services and support from the FUNDAMENTALS Specialist in the Decent Work Technical Support Team for East and Southeast Asia and the Pacific (DWT-Bangkok) and other relevant technical specialists at DWT-Bangkok and HQ. Collaboration with the Country Office Programme and Project teams will be required.
Description of Duties
1.Planning, monitoring and evaluation of the project deliverables and activities, including development of a project M & E framework and system. Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
2. Provide technical advice and support to project staff and national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO Field Offices and HQ.
3. Develop and provide technical inputs for the project reports in collaboration with national project coordination and in coordination with ILO Field Offices and HQ.
4. Conduct research and integrate technical inputs for country analyses, reports and publications related to the project and prepare discussion notes. Provide inputs to other sub-regional reports as necessary and relevant.
5. Develop training materials and conduct seminars and workshops as required.
6. Develop a communications strategy and costed plan for the project in consultation with the Communications team of the Country Office.

7. Maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.
8. Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
9. Promote ILO policies regarding the project/programme, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
10. Undertake missions in relation to project implementation.
11. Undertake other duties as required.
Required qualifications
Education
Advanced university degree (Masterโs or equivalent) in a relevant field.
A first-level university degree (Bachelorโs or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience
At least five years of relevant international professional experience in the field of fundamental principles and rights at work, particularly in relation to child labour, non-discrimination and in supply chain compliance with international labour standards.
Familiarity with ILO policies and procedures including experience working with officials of Ministries of Labour, Industry, Trade and/or education would be an advantage.
Languages
Fluency in English language is required. A good working knowledge of Bahasa Indonesia and/or another ILO working language would be advantageous.
Competencies
Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization. Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field. Ability to formulate clear conceptual frameworks, and new client-centric tools and methodologies. Ability to formulate a communications strategy and use a variety of communications tools and methods for targeted advocacy and awareness purposes. Ability to draft reports and prepare guidelines relating to programme development and implementation. Ability to provide technical support to senior specialists, carrying out research, project formulation and implementation. Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda. Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques. Good computer skills. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
