The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCEโs commitments and principles. In accordance with its mandate, the Mission works with the national and local authorities, civil society and media in the following areas: election administration reform, parliamentary reform, combatting corruption and organized crime, law enforcement and security sector reform, building media professionalism, promoting economic development and environmental protection. The Security Co-operation and Governance (SCOG) Programme focuses its work in the domain of strengthening a transparent, responsive and accountable security and public safety sector, in line with the OSCE politico-military commitments and in close co-operation with the Ministry of Interior (MoI), Ministry of Defence (MoD) and Police Directorate (PD) of Montenegro.
The Programme supports the MoI in implementing Security Sector legislation and strategies in line with the international standards. Furthermore, the Programme focuses its work on combatting serious organized crime and corruption, Police professionalization, fighting Trafficking in Human Beings (THB), environmental crime and Small Arms and Light Weapons (SALW). In response to the rising threat of illicit trafficking and misuse of SALW in Montenegro, the Mission will support the MoI in strengthening SALW control via Extra-budgetary (ExB) Project. This Project aims to enhance the Ministryโs capacity to detect, deactivate and prevent illegal use of SALW, ammunition and explosives. It focuses on two key areas: a) improving the operational and legislative capacity of the Police K9 Units to detect illicit weapons and explosives and b) developing and implementing a legal framework for the deactivation and oversight of SALW. The Project promotes gender inclusion in both fields and is aligned with the national and regional SALW strategies, contributing to the achievement of the relevant UN Sustainable Development Goals.
Therefore, the OSCE Mission to Montenegro is seeking highly qualified, motivated and experienced candidates for the position of Project Assistant (G5) to support the Security Co-operation and Governance Programme in the implementation process of the โStrengthening the capacities of the Montenegrin ministry of Interior to more effectively reduce, prevent and counter illicit trafficking and misuse of Small Arms and Light Weapons, ammunition and explosivesโ Extra-budgetary (ExB) Project. This appointment is limited to the duration of the ExB Project activities.
Tasks and Responsibilities:
Under the direct supervision of the National Project Officer (NP2) and second-level supervision of the of the Security Co-operation and Governance Programme Manager (S2), the incumbentโs responsibility is to provide administrative and substantive support in implementing Project activities, including organizing technical co-operation, awareness raising and capacity building events, supporting process delivery, development and maintenance of databases and providing project administration support. The incumbent assists to the SCOG Programme Manager, the SCOG team members, the Missionโs senior management and stakeholders in smooth implementation of the Missionโs respective ExB Project activities pertaining to strengthening capacities of the Montenegrin Ministry of Interior to more effectively reduce, prevent and counter illicit trafficking and misuse of SALW, ammunition and explosives, enhancing the Missionโs capacities toward supporting transparent, inclusive and participatory governance in line with the OSCE standards.
Working under moderate supervision, the Project Assistant (G5) provides technical and organizational support, and facilitates process delivery in the Project administration by performing tasks that require selection, interpretation and assembly of information and data for the execution of recurring patterns of work, as well as operating office equipment and computer applications, based on knowledge of standard practice and requiring a choice of methods to use. More specifically:
Provides support in the co-ordination and implementation of the ExB Project by conducting needs assessments in close collaboration with national partners and relevant stakeholders. Performs a range of administrative and substantive tasks, including planning and implementation support, compiling reports on project activities, and assisting supervisor(s) throughout all reporting phases. Based on assessment outcomes, contributes to drafting project updates/revisions where necessary and corresponding budgets. Supports the monitoring of activity implementation and assigned project budget, prepares implementation and expenditure reports, ensures accurate data management, and maintains comprehensive project documentation. Represents the Project at relevant events and monitors activity implementation when required;
Drafts and contributes to regular project reporting, including inputs for weekly, monthly, and annual reports, activity updates, meeting minutes, and summaries from attended events. Prepares draft of standard progress and final self-evaluation reports. Drafts talking points and briefing materials within the assigned area of responsibility for use by the SCOG Programme Manager and Mission senior management during high-level meetings;
Acts as one of the Project Integrated Resource Management Application (IRMA)/Oracle focal points. Specifically, prepares respective Purchase Requests (PRs) for goods and services to be submitted for the approval of the SCOG Programme Manager and the Chief of Fund Administration Unit. Follows up on the procurement and Special Service Agreements (SSA) administration related activities, and the required payments with the Fund Administration Unit team;
Under the guidance of the National Project Officer, establishes and maintains regular and effective communication with mid-level government officials, national authorities, international and non-governmental organizations, and relevant regional and international partners. Co-ordinates with Experts/Consultants in the respective field to support the planning and delivery of project activities. Assists the National Project Officer and the SCOG Programme Manager in identifying relevant Experts/Consultants for the Project as well as supports in drafting respective SSA Terms of Reference documents;
Provides support in all administrative and substantive aspects of the Project activity planning and preparation. Tracks pending matters, monitors budgets and expenditures for defined project outcomes and assists in organizing meetings, workshops, conferences and other events. Manages travel arrangements, meeting schedules, reservations and budget follow-up related to the Project activities;
Drafts both routine and non-routine correspondence in English and the local language on administrative and substantive Project matters. Prepares working documents, concept notes, summaries, sections of project reports and briefing papers, ensuring consistency with institutional style and formatting standards. Maintains accurate and timely bilingual correspondence and provides translation and interpretation between English and local language, as required. Ensures timely and accurate preparation, scanning, archiving and filing of all documentation related to administrative and logistical aspects of project implementation.

Necessary Qualifications:
Completed secondary education supplemented by formal courses in project management, administration/office management or relevant fields; A minimum of five (5) years of relevant working experience in the clerical / secretarial / administrative field and knowledge of modern office procedures preferably in an international environment; Proven knowledge of project management/support, including planning, implementation, reporting and evaluation; Experience in analysis, problem-solving and organization; Ability to conduct research and collect information from a variety of sources, using different methods; Demonstrated ability to organize meetings, training workshops and other learning transfer events; Experience with Enterprise Resource Planning (ERP) systems such as Oracle E-Business Suite (EBS), Integrated Resource Management Application (IRMA) System, or similar; Professional fluency in English and local languages with excellent communication (both oral and written) skills; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is EUR 1,545.25. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
