Background

The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Governmentโ€™s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the governmentโ€™s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCEโ€™s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraineโ€™s comprehensive security is enhanced in line with the OSCE commitments.

The incumbent works within the OSCE extra-budgetary project, implemented by the OSCE Conflict Prevention Centre / Forum for Security Co-operation Support Unit (FSC), and provides administrative, clerical and programmatic support in the implementation of the project โ€œIn support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspectsโ€, which aims to address challenges and risks related to illicit trafficking and misuse of weapons, ammunition, and explosives (WAE) in Ukraine and is currently envisaged to last 3 years.

Tasks and Responsibilities

The incumbent reports to the Senior Project Associate (G7), while the Project Officer (P3) acts as the second-level supervisor. The incumbent is tasked with the following:

Assisting in planning, implementing, monitoring and evaluating programmatic activities within the ExB project on the ground; this includes identifying risks and issues affecting the ExB project. Preparing drafts of all relevant reports, financial and administrative documents, including expenditure reviews, travel and visa, consultancy and other contracts etc., within the ExB project. Supporting preparation and execution of programmatic events, such as trainings, exchange programmes conferences and seminars, as well as official and donor visits within the ExB project. Supporting liaison with key partners in the Government of Ukraine, international organizations and agencies, international and local experts as well as OSCE institutions within the ExB project. Raising Procurement Requests in IRMA, monitoring the projectsโ€™ implementation rates and spending patterns, and providing recommendations to improve financial planning and monitoring, as well as ensuring record keeping on the ExB project within the OSCE internal administrative, financial and reporting online systems. Performing interpretation and translation services from/to Ukrainian and English language within the ExB project.

Necessary Qualifications

Completed secondary education, supplemented by formal training in natural and/or social sciences, project management. A minimum of five years (four with a first-level and three with a second-level university degree) of working experience in project management and administration, preferably in international organizations. Experience in project planning, implementation and reporting. Ability to conduct research and collect information from a variety of sources. Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills. Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an ERP software is an asset. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Monthly remuneration, subject to social security deductions, is USD 1,641 as per the relevant OSCE salary scale. The salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
